PROCEEDINGS OF THE COUNCIL OF THE CITY OF ALEXANDRIA, LOUISIANA, STATE OF LOUISIANA, TAKEN AT A SPECIAL MEETING HELD OCTOBER 31, 2007.

The Council of the City of Alexandria, Louisiana, met in special meeting session at its regular meeting place, on Tuesday, October 31, 2007 at 1:30 P.M. There were present the Honorable Everett C. Hobbs, Roosevelt L. Johnson, Chuck Fowler, Myron K. Lawson and Louis Marshall. Absent were Charles F. Smith, Jr. and Harry B. Silver. Also present were Mayor Jacques M. Roy and City Clerk Nancy L. Thiels.

The Council of the City of Alexandria, State of Louisiana, was duly convened as the governing authority of said City by the Honorable Everett C. Hobbs, who stated that the Council was ready for the transaction of business.

The first item on the agenda was to hear from the Administration on the Capital Outlay requests to be presented to the State of Louisiana. Mr. Hobbs announced that the Administration did send the letter and resolution previously adopted by the Council on Sugarhouse Road to the Legislature in a timely manner. But he stated that there were several other projects that the Council had in mind. Mr. Lawson was next recognized and stated to the Council that he thinks that funding for Parks and Recreation facilities should be included. He stated that he thinks that it is not unreasonable to ask for $5 million for this project.

Mr. Marshall stated that he would like to see funding for the Bayou Rapides trail project from MacArthur Drive to North 16th Street. He stated that he would like to ask for $3 million which would probably finish the project.

Several Council members stated that they would not want to jeopardize the Sugarhouse project, by asking for additional funding for these other projects.

The Mayor stated that Ms. Michiels would be ready to give a report on the Parks in the Alexandria area by this Tuesday.

After much discussion, the following action was taken.

Mr. Lawson moved for the adoption of the following resolution which was seconded by Mr. Marshall, to wit:

A RESOLUTION TO REQUEST THE GOVERNOR AND
OUR LOCAL STATE LEGISLATIVE DELEGATION TO
CONSIDER FUNDING IN THE 2008 CAPITAL OUTLAY
BILL FOR CERTAIN PROJECTS FOR THE CITY OF
ALEXANDRIA INCLUDING CONTINUING FUNDING FOR
SUGARHOUSE ROAD AND ADDITIONAL NEW
FUNDINGS FOR PARKS AND RECREATION
FACILITIES AND FUNDING FOR BAYOU RAPIDES
TRAIL FROM MACARTHUR DRIVE TO NORTH
16TH STREET AND OTHER MATTERS WITH
RESPECT THERETO.

The President called for any discussion, there being no further discussion, a vote was called and the following recorded:

YEAS: Lawson, Hobbs, Marshall, Fowler, Johnson.
NAYS: None.
ABSENT: Silver and Smith.

The resolution was thereupon declared adopted on this the 31st day of October, 2007.

The President asked for any other business, there being no further business to come before the Council, the meeting was adjourned.
