City Council Minutes - July 12, 2022
PROCEEDINGS OF THE COUNCIL OF THE CITY OF ALEXANDRIA, STATE OF LOUISIANA, TAKEN AT A REGULAR MEETING HELD ON JULY 12, 2022.
The Council of the City of Alexandria, Louisiana, met in a regularly scheduled meeting session at its regular meeting place, on Tuesday, July 12, 2022 at 5:00 P.M. Those present were the Honorable Catherine Davidson, Jim Villard, Cynthia Perry, Lee Rubin, Chuck Fowler, REDDEX Washington and Gerber Porter. Also present were Mayor Hall, City Attorney Shane Williams and Council Staff.
The Council of the City of Alexandria, State of Louisiana was duly convened as the governing authority of said City by the Honorable Catherine Davidson, who stated that the Council was ready for the transaction of business. The invocation was pronounced by Ms. Perry and the Pledge of Allegiance was led by Mr. Villard.
Special recognition was given to All Cenla Elite Track and Field.
APPROVAL OF MINUTES
On a motion of Mr. Fowler and seconded by Mr. Rubin the minutes taken from a regular Council Meeting held on June 28, 2022 were unanimously approved by the Council.
CONSENT CALENDAR
The Council next read all items found under the heading Consent Calendar and assigned them to committees.
Mr. Fowler moved for the adoption or introduction of all items appearing under the heading Consent Calendar.
Mr. Villard seconded the motion. It was unanimously carried by the Council.
Bids were received for turn out gear for the Fire Department.

AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR TURNOUT GEAR FOR THE FIRE DEPARTMENT AND OTHER MATTERS WITH RESPECT THERETO.
Bids were received for annual vehicle bid current model year or newer.

AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR PRESCOTT ROAD SUBSTATION BREAKER ONE, 2.4KV TO 7.2KV CONVERSION AND RECONDUCTOR AND OTHER MATTERS WITH RESPECT THERETO.
On a motion of Mr. Fowler and seconded by Mr. Villard the following ordinance was introduced to wit:
AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE PROPOSAL RECEIVED FROM PIPESUITE FOR NATURAL GAS COMPLIANCE AND CONSULTING SERVICE AND OTHER MATTERS WITH RESPECT THERETO.
On a motion of Mr. Fowler and seconded by Mr. Villard the following ordinance was introduced to wit:
AN ORDINANCE AUTHORIZING THE MAYOR TO RENEW THE EXISTING CONTRACT WITH E. WOOLF LANDSCAPE, LLC FOR LANDSCAPE MAINTENANCE SERVICES FOR 6TH AND JOHNSTON PARKING LOT AND OTHER MATTERS WITH RESPECT THERETO.
On a motion of Mr. Fowler and seconded by Mr. Villard the following ordinance was introduced to wit:
AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOWEST PROPOSAL RECEIVED FROM TRANSFORMATION JANITORIAL SERVICE FOR JANITORIAL SERVICES FOR TRANSIT BUSES AND PASSENGER TRANSIT VANS AND OTHER MATTERS WITH RESPECT THERETO.
On a motion of Mr. Fowler and seconded by Mr. Villard the following ordinance was introduced to wit:
AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOWEST PROPOSAL RECEIVED FROM TRANSFORMATION JANITORIAL SERVICE FOR JANITORIAL SERVICES FOR THE UTILITY CUSTOMER SERVICE BUILDING AND OTHER MATTERS WITH RESPECT THERETO.
On a motion of Mr. Fowler and seconded by Mr. Villard the following ordinance was introduced to wit:
AN ORDINANCE AUTHORIZING THE MAYOR TO RENEW THE SERVICE CONTRACT WITH EMERALD TRANSFORMERS INC., FOR TRANSFORMER REPAIRS FOR POLEMOUNT AND PADMOUNT FOR THE ELECTRIC DISTRIBUTION DEPARTMENT AND OTHER MATTERS WITH RESPECT THERETO.
On a motion of Mr. Fowler and seconded by Mr. Villard the following ordinance was introduced to wit:
AN ORDINANCE AUTHORIZING THE INSTALLATION OF SIX BUS SHELTERS AND OTHER MATTERS WITH RESPECT THERETO.
On a motion of Mr. Fowler and seconded by Mr. Villard the following ordinance was introduced to wit:
AN ORDINANCE AUTHORIZING THE MAYOR TO RENEW THE GPS FLEET TRACKING CONTRACT WITH FLEET ANALYTICS, LLC FOR UTILITIES AND PUBLIC WORKS AND OTHER MATTERS WITH RESPECT THERETO.
RESOLUTIONS
Mr. Fowler moved for the adoption of the following resolution, which was seconded by Mr. Villard.
RESOLUTION NO. 0297-2022
RESOLUTION AUTHORIZING THE CITY TO BE A CO-SPONSOR OF CHRISTUS ST. FRANCES CABRINI FOUNDATION GLEAUX FOR THE GIRLS BREAST CANCER RUN ON OCTOBER 15, 2022.
The President called for any discussion, a vote was called for and resulted as follows:
YEAS: Fowler, Washington, Porter, Davidson, Villard, Perry, Rubin.
NAYS: None.
ABSENT: None.
This resolution was thereupon declared adopted on this the 12th day of July, 2022.
Mr. Villard moved for the adoption of the following resolution, which was seconded by Mr. Fowler.
RESOLUTION NO. 0298-2022
RESOLUTION AUTHORIZING THE CITY TO BE A CO-SPONSOR OF CHRISTUS HOSPICE ST. FRANCES CABRINI 5K HOSPICE MEMORIAL WALK ON NOVEMBER 11, 2022.
The President called for any discussion, a vote was called for and resulted as follows:
YEAS: Villard, Perry, Rubin, Fowler, Washington, Porter, Davidson.
NAYS: None.
ABSENT: None.
This resolution was thereupon declared adopted on this the 12th day of July, 2022.
Mr. Villard moved for the adoption of the following resolution, which was seconded by Mr. Fowler.
RESOLUTION NO. 0299-2022
RESOLUTION AUTHORIZING ADVERTISEMENT FOR BIDS FOR TREATED WOOD POLES.
The President called for any discussion, a vote was called for and resulted as follows:
YEAS: Villard, Perry, Rubin, Fowler, Washington, Porter, Davidson.
NAYS: None.
ABSENT: None.
This resolution was thereupon declared adopted on this the 12th day of July, 2022.
ORDINANCES FOR FINAL ADOPTION
SUBJECT TO A PUBLIC HEARING
Upon request from the Administration and a motion of Mr. Fowler and seconded by Mr. Villard, all bids were rejected on the following with re-advertisement at a later date.
AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR SINGLE PHASE POLEMOUNT TRANSFORMERS AND OTHER MATTERS WITH RESPECT THERETO.
Upon request from the Administration and a motion of Mr. Fowler and seconded by Mr. Villard, all bids were rejected on the following with re-advertisement at a later date.
AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR SINGLE PHASE PADMOUNT AND OTHER MATTERS WITH RESPECT THERETO.
Upon request from the Administration and a motion of Mr. Fowler and seconded by Mr. Villard, all bids were rejected on the following with re-advertisement at a later date.
AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR KISATCHIE TOWER AND ROOF REPLACEMENT AND OTHER MATTERS WITH RESPECT THERETO.
Upon request from the Administration and a motion of Mr. Fowler and seconded by Mr. Villard, all bids were rejected on the following with re-advertisement at a later date.
AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR THREE PHASE PADMOUNT TRANSFORMERS AND OTHER MATTERS WITH RESPECT THERETO.
The following ordinance, which was previously introduced and laid over for publication of notice and no objection having been filed thereto, was brought up for final adoption on a motion of Mr. Villard and seconded by Mr. Fowler.
ORDINANCE NO. 123-2022
AN ORDINANCE AUTHORIZING THE MAYOR TO EXECUTE PSA SUPPLEMENTAL AGREEMENT NO. 1 FOR SUGARHOUSE ROAD EXTENSION AND OTHER MATTERS WITH RESPECT THERETO.
The President called for any discussion, a vote was called for and resulted as follows:

The following ordinance, which was previously introduced and laid over for publication of notice and no objection having been filed thereto, was brought up for final adoption on a motion of Mr. Villard and seconded by Mr. Fowler.
ORDINANCE NO. 124-2022
AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT A DONATION OF LAND AND IMPROVEMENTS FROM ROBERT T. RATCLIFF, EDWARD S. VOELKER, ET AL; TO AUTHORIZE THE CONTRACT AND THE TERMS AND CONDITIONS RELATED THERETO AND OTHER MATTERS WITH RESPECT THERETO.
The President called for any discussion, a vote was called for and resulted as follows:
YEAS: Villard, Perry, Rubin, Fowler, Washington, Porter, Davidson.

Upon request of the Administration and a motion of Mr. Fowler and seconded by Mr. Villard, the following item was removed from the agenda.
AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO A PROFESSIONAL SERVICE AGREEMENT WITH REI UTILITY SERVICES, LLC AND OTHER MATTERS WITH RESPECT THERETO AND OTHER MATTERS WITH RESPECT THERETO.
The following ordinance, which was previously introduced and laid over for publication of notice and no objection having been filed thereto, was brought up for final adoption on a motion of Mr. Fowler and seconded by Mr. Villard.
ORDINANCE NO. 125 -2022
AN ORDINANCE AUTHORIZING THE MAYOR TO PROMOTE THE CITY OF ALEXANDRIA BY ENTERING INTO ALL CONTRACTS AND SERVICES WITH VENDORS RELATING TO WINTERFÊTE 2022 AND ITS PRODUCTION AND OTHER MATTERS WITH RESPECT THERETO.
The President called for any discussion, a vote was called for and resulted as follows:
YEAS: Fowler, Washington, Davidson, Villard, Perry, Rubin.
NAYS: Porter.

This ordinance was thereupon declared adopted on this the 12th day of July, 2022.
On a motion of Mr. Fowler and seconded by Mr. Villard the following item was delayed until August 23, 2022.
AN ORDINANCE AMENDING AND REENACTING ARTICLE III OF CHAPTER 2, SECTIONS 2-46 THROUGH 2-50 OF THE ALEXANDRIA CODE OF ORDINANCES RELATIVE TO CITY COUNCIL DISTRICTS; REDISTRICTING AND REAPPORTIONING CITY COUNCIL DISTRICTS RELATIVE TO COUNCIL DISTRICTS ONE, TWO, THREE, FOUR AND FIVE, AS REQUIRED BY THE ALEXANDRIA CITY CHARTER, TO PROVIDE FOR EFFECTIVENESS AND OTHER MATTERS WITH RESPECT THERETO.
