City Council Minutes - May 3, 2022
PROCEEDINGS OF THE COUNCIL OF THE CITY OF ALEXANDRIA, STATE OF LOUISIANA, TAKEN AT A REGULAR MEETING HELD ON MAY 3, 2022.
The Council of the City of Alexandria, Louisiana, met in a regularly scheduled meeting session at its regular meeting place, on Tuesday, May 3, 2022 at 5:00 P.M. Those present were the Honorable Jim Villard, Cynthia Perry, Lee Rubin, Chuck Fowler, Gerber Porter and REDDEX Washington. Catherine Davidson was absent. Also present were Mayor Hall, City Attorney Shane Williams, and Council Staff.
The Council of the City of Alexandria, State of Louisiana, was duly convened as the governing authority of said City by the Honorable Jim Villard, who stated that the Council was ready for the transaction of business. The Invocation was pronounced by Ms. Perry and the Pledge of Allegiance was led by Mr. Fowler.
APPROVAL OF MINUTES
On a motion of Mr. Rubin and seconded by Mr. Fowler the minutes taken from a regular Council meeting held April 19, 2022 were unanimously approved by the Council.
EXECUTIVE SESSION
EXECUTIVE SESSESSION TO BE HELD PURSUANT TO R.S. 42:17 (A) (2) ON THE FOLLOWING:
To consider a report and recommendation from the City Attorney in the matters of the claim “Lisa Jones, et al. v. City of Alexandria, et al.” Docket No. 269, 163-E 9th Judicial District Court.
Mr. Fowler made a motion that was seconded by Mr. Rubin to enter executive session.
The President called for any discussion, a vote was called for and resulted as follows:
YEAS: Fowler, Washington, Porter, Villard, Perry, Rubin.
NAYS: None.
ABSENT: Davidson.
The Council entered executive session at 5:05 p.m.
Mr. Fowler made a motion that was seconded by Mr. Rubin to close the executive session.
The President called for any discussion, a vote was called for and resulted as follows:
YEAS: Fowler, Washington, Porter, Villard, Perry, Rubin.
NAYS: None.
ABSENT: Davidson.
The Council closed executive session at 5:18 p.m.
CONSENT CALENDAR
The Council next read all items found under the heading Consent Calendar and assigned them to committees.
Mr. Fowler moved for the adoption or introduction of all items appearing under the heading of Consent Calendar.
Mr. Rubin seconded the motion. It was unanimously carried by the Council.
Bids were received for Wastewater Treatment Plant Roadway Lighting Replacement Project Phase 1.

No bids were received for the following item, so the Administration requested immediate re-advertisement:

Mr. Fowler moved for the adoption of the following resolution, which was seconded by Mr. Rubin.

RESOLUTION AUTHORIZING RE-ADVERTISEMENT FOR THE CONSTRUCTION OF A PANEL RELAY FOR THE PRESCOTT SUBSTATION.

AN ORDINANCE TO AUTHORIZE THE MAYOR ON BEHALF OF THE CITY OF ALEXANDRIA TO ENTER INTO A CONTRACT WITH THE STATE OF LOUISIANA, GOVERNOR’S OFFICE OF HOMELAND SECURITY AND EMERGENCY PREPAREDNESS (GOHSEP) TO OBTAIN CERTAIN FUNDS THROUGH THE FEMA PUBLIC ASSISTANCE PROGRAM IN CONNECTION WITH DAMAGES SUSTAINED BY THE CITY DURING HURRICANE LAURA AND OTHER EVENTS AND OTHER MATTERS WITH RESPECT THERETO.
On a motion of Mr. Fowler and seconded by Mr. Rubin the following ordinance was introduced, to wit:
AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID RECEIVED FROM PROGRESSIVE CONSTRUCTION COMPANY, LLC FOR THE CONSTRUCTION CONTRACT FOR THE TRANSPORTATION ENHANCEMENT PROGRAM/CAPITAL IMPROVEMENTS PROJECT FOR MASONIC DRIVE STREETSCAPE, PHASE 2 AND OTHER MATTERS WITH RESPECT THERETO.
On a motion of Mr. Fowler and seconded by Mr. Rubin the following ordinance was introduced, to wit:
AN ORDINANCE AMENDING ORDINANCE NO. 169-2016 ADJUSTING THE RATES FOR GREEN FEES AND OTHER CHARGES FOR LINKS ON THE BAYOU FOR THE YEAR 2022 AND OTHER MATTERS WITH RESPECT THERETO.
Upon request from the Administration, the following item was removed from the agenda:

On a motion of Mr. Fowler and seconded by Mr. Rubin the following ordinance was introduced, to wit:
AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO A COOPERATIVE ENDEAVOR AGREEMENT WITH ALEXANDRIA LITTLE LEAGUE FOR USE OF CERTAIN RECREATIONAL FIELDS AND FACILITIES AT THE ALEXANDRIA YOUTH COMPLEX AND OTHER MATTERS WITH RESPECT THERETO.
On a motion of Mr. Fowler and seconded by Mr. Rubin the following ordinance was introduced, to wit:
AN ORDINANCE REZONING A PARCEL OF LAND LOCATED AT 232 VERSAILLES FROM “SF-2” (SINGLE FAMILY DISTRICT) TO “SF-2/OO” (SINGLE FAMILY DISTRICT WITH AN OFFICE OVERLAY) TO ALLOW THE CONSTRUCTION OF PROFESSIONAL OFFICES ON THE SITE AND OTHER MATTERS WITH RESPECT THERETO.
On a motion of Mr. Fowler and seconded by Mr. Rubin the following ordinance was introduced, to wit:
AN ORDINANCE DECLARING ATRANS VEHICLE 2149 AS SURPLUS AND NO LONGER NEEDED OR USED BY THE CITY DEPARTMENTS AND OTHER MATTERS WITH RESPECT THERETO.
On a motion of Mr. Fowler and seconded by Mr. Rubin the following ordinance was introduced, to wit:
AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO A DONATION WITH THE TOWN OF COLFAX FOR DISPOSITION OF A SURPLUS MOVABLE AND OTHER MATTERS WITH RESPECT THERETO.
On a motion of Mr. Fowler and seconded by Mr. Rubin the following ordinance was introduced, to wit:
AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO A COOPERATIVE ENDEAVOR AGREEMENT WITH THE RAPIDES PARISH DRUG COURT AND OTHER MATTERS WITH RESPECT THERETO AND OTHER MATTERS WITH RESPECT THERETO.
On a motion of Mr. Fowler and seconded by Mr. Rubin the following ordinance was introduced, to wit:
AN ORDINANCE REZONING PROPERTY LOCATED AT 915 TWIN BRIDGE ROAD FROM “B-3” (GENERAL BUSINESS DISTRICT) TO “MU” (MIXED USE DISTRICT) TO ALLOW FOR THE SALE OF THE PROPERTY AS RESIDENTIAL AND OTHER MATTERS WITH RESPECT THERETO.
On a motion of Mr. Fowler and seconded by Mr. Rubin the following ordinance was introduced, to wit:
AN ORDINANCE REZONING PROPERTY LOCATED AT 1514 TEXAS AVENUE FROM “O” (OFFICE DISTRICT) TO “SF-2/OO” (SINGLE FAMILY DISTRICT OVERLAY) TO ALLOW FOR RESIDENTIAL “USE” OF THE PROPERTY WITH AN OFFICE OVERLAY AND OTHER MATTERS WITH RESPECT THERETO.
On a motion of Mr. Fowler and seconded by Mr. Rubin the following ordinance was introduced, to wit:
AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO A CONTRACT OR COOPERATIVE ENDEAVOR AGREEMENT WITH DIXIE YOUTH BASEBALL OF ALEXANDRIA, INC. FOR USE OF CERTAIN RECREATIONAL FIELDS AND FACILITIES AT THE JOHNNY DOWNS SPORTS COMPLEX AND OTHER MATTERS WITH RESPECT THERETO.
On a motion of Mr. Fowler and seconded by Mr. Rubin the following ordinance was introduced, to wit:
AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO A COOPERATIVE ENDEAVOR AGREEMENT WITH CHRISTUS CABRINI FOUNDATION FOR THE 2022 WALMART GOLF TOURNAMENT SCHEDULED FOR MAY 10, 2022 AT LINKS ON THE BAYOU BENEFITING THE CHILDREN’S MIRACLE NETWORK AND OTHER MATTERS WITH RESPECT THERETO.

The following ordinance, which was previously introduced and laid over for publication of notice and no objection having been filed thereto, was brought up for final adoption on a motion of Mr. Fowler but failed for a lack of a second.
AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO A CONTRACT WITH FIRST CHOICE ADDICTION CENTER FOR SERVICES RELATED TO SUBSTANCE ABUSE TREATMENT, EDUCATION AND DETERRENCE AND OTHER MATTERS WITH RESPECT THERETO.

On a motion of Mr. Rubin and seconded by Mr. Villard the public hearing was opened at 5:38 p.m.
Mr. Villard moved for the adoption of the following resolution, which was seconded by Ms. Perry.

RESOLUTION TAKING ACTION ON 25 RESIDENTIAL STRUCTURES.
The President called for any discussion, a vote was called for and resulted as follows:

On a motion of Mr. Fowler and seconded by Ms. Perry the public hearing was closed at 6:00 p.m.
