Dear Mayor:
The Finance and Legal Affairs Committee meeting will be held on Tuesday, January 8, 2013 at 4:00 p.m. in the City Council Chambers.
A. Discussions regarding electric energy Policy and Planning; an ordinance regarding bonding for utility upgrades and the Alexandria Utility Sustainability Project; and all matters related thereto, including RFPs and RFP responses resulting from the May 10, 2012 “Requests for Power Supply Proposals” issued by the City of Alexandria, regarding:
1. Base-load, intermediate, and peaking capacity and energy provided by existing and/or new capacity;
2. Block power arrangements, including 7x24 and 5x16 block proposals;
3. Unit contingent Purchased Power Agreements (“PPAs”), Unit Power Agreements (“UPAs”) and/or ownership sharing of existing and proposed base-load/intermediate/peaking capacity and energy;
4. Proposals from project developers that include new generation under development or to be developed, which include a mutually agreeable online date;
5. Base-load/intermediate generation with automatic generation control (“AGC”), turndown, and load following capability within air permit limitations;
6. Any other creative and/or non-conventional proposals for long-term base-load/intermediate capacity and energy that a Respondent believes to be beneficial to Alexandria;
7. Proposals which include any combination of the above, allowing Alexandria to assemble a base-load/intermediate supply alternative which meets its reliability, stability, and cost-effectiveness goals.
Please have your staff note the change in format for the committee meetings done in the compliance with R. S. 42.7. The council has directed that the City Clerk may advise the public scheduling regarding committee meetings. It is always that the intention of the council to convene committee meetings at the conclusion of the prior committee meeting unless the chairman of the meeting may indicate otherwise for the convenience of the public. Have appropriate members from your Administration present for discussion.
