Council Meeting Minutes - 2014-09-30
PROCEEDINGS OF THE COUNCIL OF THE CITY OF ALEXANDRIA, LOUISIANA, STATE OF LOUISIANA, TAKEN AT A REGULAR MEETING HELD ON SEPTEMBER 30, 2014.
The Council of the City of Alexandria, Louisiana, met in a regular meeting session at its regular meeting place, on Tuesday, September 30, 2014 at 5:00 P.M. There were present the Honorable Charles “Chuck” Fowler, Mitzi LaSalle, Jim Villard, Jules Green, Ed Larvadain, Lee Rubin and Harry Silver. Also present were Mayor Jacques Roy, Chief of Staff Joe Page, Council staff and Attorney Trey Gist.
The Council of the City of Alexandria, State of Louisiana, was duly convened as the governing authority of said City by the Honorable Charles “Chuck” Fowler, who stated that the Council was ready for the transaction of business. The Invocation was pronounced by Mr. Green and the Pledge of Allegiance was led by Mr. Rubin.
Approval of Minutes
On motion of Mr. Villard and seconded by Ms. LaSalle the minutes taken from a regular council meeting held on September 16, 2014, was unanimously approved by the Council.
CONSENT CALENDAR
The Council next read all items found under the heading Consent Calendar and assigned them to committees.
Mr. Villard moved for the adoption or introduction of all items appearing under the heading of Consent Calendar. Ms. LaSalle seconded the motion it was unanimously carried by the Council.
Bids was received for petroleum products.

Ms. LaSalle moved for the adoption of the following resolution which was seconded by Mr. Villard, to wit:
RESOLUTION NO. 9350-2014
RESOLUTION AUTHORIZING RE-ADVERTISMENT FOR PCB CONTAMINATED EQUIPMENT REMOVAL AND DISPOSAL WERVICES FOR THE ELECTRIC DISTRIBUTION DEPARTMENT AND OTHER MATTES WITH RESPECT THERETO.
The President called for any discussion, a vote was called for and resulted as follows:

This resolution was thereupon declared adopted on this the 30th day of September, 2014
Bids were received for Hudson Boulevard Hynson Bayou Bridge Replacement.

On motion of Mr. Villard and seconded Ms. LaSalle the following ordinance was introduced, to wit:
AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO A PROFESSIONAL SERVICE AGREEMENT WITH BORREL ENGINEERING, LLC FOR SUBSTATION DESIGN AND TECHNICAL SUPPORT SERVICES FOR THE ELECTRIC DISTRIBUTION DEPARTMENT AND OTHER MATTERS WITH RESPECT THERETO.
On motion of Mr. Villard and seconded Ms. LaSalle the following ordinance was introduced, to wit:
AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO A PROFESSIONAL SERVICE AGREEMENT WITH BHA, INC. FOR SUBSTATION DESIGN AND TECHNICAL SUPPORT SERVICES FOR THE ELECTRIC DISTRIBUTION DEPARTMENT AND OTHER MATTERS WITH RESPECT THERETO.
On motion of Mr. Villard and seconded Ms. LaSalle the following ordinance was introduced, to wit:

On motion of Mr. Villard and seconded Ms. LaSalle the following ordinance was introduced, to wit:
AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO A PROFESSIONAL SERVICE AGREEMENT WITH BHA, INC. FOR 138 KV PILOT WIRE REPLACEMENT (PHASES III & V) AND OTHER MATTERS WITH RESPECT THERETO.
On motion of Mr. Villard and seconded Ms. LaSalle the following ordinance was introduced, to wit:
AN ORDINANCE AUTHORIZING THE MAYOR TO RENEW THE COOPERATIVE ENDEAVOR AGREEMENT WITH RIVER OAKS SQUARE ARTS AND CRAFT CENTER, INC. AND OTHER MATTERS WITH RESPECT THERETO.
On motion of Mr. Villard and seconded Ms. LaSalle the following ordinance was introduced, to wit:
AN ORDINANCE AUTHORIZING ACQUISITION OF PARCEL # 1-8 REQUIRED FOR SUGAR HOUSE ROAD IMPROVEMENT PROJECT AND OTHER MATTERS WITH RESPECT THERETO.
On motion of Mr. Villard and seconded Ms. LaSalle the following ordinance was introduced, to wit:
ORDINANCES FOR FINAL ADOPTION SUBJECT TO PUBLIC HEARING
The following ordinance which was previously introduced and laid over for publication of notice and no objection having been file thereto was brought up for final adoption of motion of Mr. Silver and seconded by Ms. LaSalle.
ORDINANCE NO 163-2014
AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR FLOATING AERATOR ASSEMBLIES FOR WASTEWATER TREATMENT Plant AND OTHER MATTERS WITH RESPECT THERETO.
The President called for any discussion. There being no further discussion, a vote was called for and resulted as follows:

Ms. LaSalle moved for the adoption of the following resolution which was seconded by Mr. Villard, to wit:
RESOLUTION NO. 9351-2014
RESOLUTON REJECTING ALL BIDS SUBMITTED ON SEPTEMBER 2, 2014 FOR A 20 CUBIC YARD ROLL-OFF SYTLE CONTAINER FILTER FOR GRIT REMOVAL FOR THE WASTEWATER DEPARTMENT.

The next item on the agenda the Administration requested that it be delayed for two weeks.
AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR WIRE AND CABLE FOR THE ELECTRIC DISTRIBUTION DEPARTMENT.
The following ordinance which was previously introduced and laid over for publication of notice and no objection having been file thereto was brought up for final adoption of motion of Mr. Villard and seconded by Ms. LaSalle.
ORDINANCE NO. 164-2014
AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR TREATED WOOD POLES FOR THE ELECTRIC DISTRIBUTION DEPARTMENT AND OTHER MATTERS WITH RESPECT THERETO.

COMMITTEES
There were no report from Finance and Legal Affairs, Utility, Personnel/Insurance, Public Safety, Works and transportation, Community Affairs Services and Events, A & E Selection.
Economic, Workforce and Planning Development- Mr. Rubin stated that the Land Development Code will be presented in final form to the Council in about two weeks and he would like all Council Members to review it and if you have any questions please submit them to the Administration.
Mr. Larvadain requested a report from the Administration in reference to Helen Park.
There being no further business to come before the Council, on motion properly, seconded, the meeting was adjourned.
