Council Meeting Minutes, May 5, 2015
PROCEEDINGS OF THE COUNCIL OF THE CITY OF ALEXANDRIA, LOUISIANA, STATE OF LOUISIANA, TAKEN AT A REGULAR MEETING HELD ON MAY 5, 2015.
The Council of the City of Alexandria, Louisiana, met in a regular meeting session at its regular meeting place, on Tuesday, May 5, 2015 at 5:00 P.M. There were present the Honorable Charles “Chuck” Fowler, Roosevelt Johnson, Jim Villard, Jules Green, Ed Larvadain, Lee Rubin and Harry Silver. Also present were City Attorney Chuck Johnson, Finance Director David Crutchfield, Council Staff and Attorney Trey Gist.
The Council of the City of Alexandria, State of Louisiana, was duly convened as the governing authority of said City by the Honorable Charles “Chuck” Fowler, who stated that the Council was ready for the transaction of business. The Invocation was pronounced by Jim Villard and the Pledge of Allegiance was led by Dr. Russ.
On motion of Mr. Johnson and seconded by Mr. Rubin to reconsider under Section 2-23 of the Ordinances of the City of Alexandria Ordinance Number 62-2015 adopting the budget for fiscal year 2015-2016 for the City: to provide revenues by use of prior year revenues and or fund balances of respective funds and appropriate expenses to implement a two percent across the board pay increase for City employees and otherwise to provide with respect thereto by technical amendments. The motion carried.
Mr. Silver stated that the budget for fiscal year 2015-2016 was adopted and it was not specify numerically the amount of the cross the board raise nor did it state that the City would absorb any increase in health insurance this fiscal year and that he recommend to appropriate the necessary revenue to fund the across the board from use of prior year revenues and fund balances in the respective funds.
Approval of Minutes
On motion of Mr. Villard and seconded by Mr. Green the minutes taken from a regular council meeting held on April 21, 2015 was unanimously approved by the Council and the minutes taken from a special meeting held on April 23, 2015 was unanimously approved as amended.
CONSENT CALENDAR
The Council next read all items found under the heading Consent Calendar and assigned them to committees.
Mr. Villard moved for the adoption or introduction of all items appearing under the heading of Consent Calendar.
Mr. Green seconded the motion. It was unanimously carried by the Council.
On motion of Mr. Villard and seconded by Mr. Green the following ordinance was introduced, to wit:
AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOWEST PROPOSALS RECEIVED FROM ADVANCED ENVIRONMENTAL COMPLIANCE, LLC AND TERRACON CONSULTANTS FOR ENVIRONMENTAL ENGINEERING & CONSULTING SERVICES FOR USE BY THE UTILITY AND PUBLIC WORKS DIVISIONS AND OTHER MATTERS WITH RESPECT THERETO.
On motion of Mr. Villard and seconded by Mr. Green the following ordinance was introduced, to wit:
AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT RENEWAL RATES FOR INSURANCE PRODUCTS AND ADMINISTRATIVE SERVICES PROVIDED BY THE UNITED HEALTHCARE INSURANCE COMPANY AND OTHER MATTERS WITH RESPECT THERETO.
On motion of Mr. Villard and seconded by Mr. Green the following ordinance was introduced, to wit:
AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOWEST PROPOSAL FOR BUILDING AUTOMATION CONTROL SERVICE ON TRANE PROPRIETARY CONTROLS SYSTEM LOCATED AT THE RIVERFRONT CENTER AND OTHER MATTERS WITH RESPECT THERETO.
Mr. Villard moved for the adoption of the following resolution which was seconded by Mr. Green.
RESOLUTION NO. 9403-2015
RESOLUTION AUTHORIZING ADVERTISEMENT FOR BIDS FOR SPUN PRE-STRESSED WOOD POLE EQUIVALENT CONCRETE POLES FOR USE BY THE ELECTRIC DISTRIBUTION DEPARTMENT AND OTHER MATTERS WITH RESPECT THERETO.

RESOLUTION NO. 9404-2015
RESOLUTION AUTHORIZING ADVERTISEMENT FOR BIDS FOR CLAMPS AND COUPLINGS FOR A TWELVE MONTH PERIOD AND OTHER MATTERS WITH RESPECT THERETO.

AN ORDINANCE AUTHORIZING THE ACQUISITION OF PARCEL #799 REQUIRED FOR THE NORTH MALL DRIVE PHASE II STREET IMPROVEMENT PROJECT AND OTHER MATTERS WITH RESPECT THERETO.

The next item on the agenda was delayed for two weeks.
To consider final adoption of an ordinance regarding gaming, bingo and video bingo and the City of Alexandria’s bingo halls and expansion of gaming, charitable or for profit; limiting the expansion of bingo halls and gaming, charitable or for profit within the City of Alexandria; prohibiting new commercial lessors of bingo halls and gaming places; providing certain strictures with regard to expansion activities of existing bingo halls and gaming tenants; to provide for hearings and amendments to licenses for existing license holders and otherwise to provide with respect thereto; to set limitations on locations; and other matters with respect thereto.
Mr. Villard moved for the adoption of the following resolution which was seconded by Mr. Rubin.
RESOLUTION NO. 9407-2015
A RESOLUTION AUTHORIZING THE MAYOR TO SUBMIT AN APPLICATION FOR GRANT FUNDING FOR THE PURCHASE AND INSTALLATION OF NEW EQUIPMENT TO THE UNITED STATES DEPARTMENT OF AGRICULTURE UNDER THE RURAL DEVELOPMENT PROGRAM.

COMMITTEES
There were no reports from the Finance and Legal Affairs Committee, Personnel/Insurance Committee, Public Safety, Works, and Transportation Committee, Economic, Workforce and Planning Development Committee, and A & E Selection Committee.
Community Affairs, Services and Events, Chairman Mr. Johnson requested that the Recreation Director be introduced to the Council at the next meeting. He also requested a report on summer events from the Community Services Department. Mr. Johnson also announced that there will be a neighborhood cleanup on May 16 for South Alexandria starting at 9:00 a.m.
Mr. Fowler, complimented the River Fete/Dragon Boat committee for a job well done.
There being no further business to come before the Council, on motion properly seconded, the meeting was adjourned.
