Council Meeting Minutes (Special Session) - 2008-03-27
PROCEEDINGS OF THE COUNCIL OF THE CITY OF ALEXANDRIA, LOUISIANA, STATE OF LOUISIANA, TAKEN AT A SPECIAL MEETING HELD MARCH 27, 2008.
The Council of the City of Alexandria, Louisiana, met in special meeting session at its regular meeting place, on Thursday, March 27, 2008 at 9:00 A.M.
There were present the Honorable Roosevelt L. Johnson, Harry B. Silver, Chuck Fowler, Charles F. Smith, Jr., Everett C. Hobbs and Louis Marshall. Absent was Myron K. Lawson. Also present were Mayor Jacques M. Roy, Chief Operating Officer Kay Michiels, Director of Finance David Crutchfield and City Clerk Nancy L. Thiels.
The Council of the City of Alexandria, State of Louisiana, was duly convened as the governing authority of said City by the Honorable Louis J. Marshall, who stated that the Council was ready for the transaction of business.
The only item on the agenda was to discuss proposed adjustment of sales tax revenues, as suggested by the Rapides Parish Police Jury.
The President recognized Mayor Roy. He spoke to the Council about the proposed adjustment that the Police Jury is considering. The Mayor stated that the City tends to lose $4 million in sales tax proceeds to other municipalities in Rapides Parish. He stated that the City would have to cut non-essential services such as parks and the Alexandria Zoo. He also said that the City would also have to decrease intergovernmental agreements with other municipalities in the parish.
Ms. Michiels, Chief Operating Officer was present to present a list of items that the City provides to other area municipalities.
Mr. Crutchfield was present to answer any questions from the Council.
It was suggested that the Council recess this meeting and everyone attend the Police Jury meeting at the Courthouse at 10:00 A.M.
A motion was made by Mr. Fowler and seconded by Mr. Smith that this meeting be recessed at 9:40 A.M. and come back into session after the meeting at the Courthouse is held.
BACK IN SESSION
A motion was made by Mr. Fowler and seconded by Mr. Smith to call this meeting back into session which was done at 11:45 A.M. Those present were: Chuck Fowler, Roosevelt Johnson, Charles Smith, Everett Hobbs, Louis Marshall, Mayor Roy and the City Clerk.
After a few comments were made, a motion was made by Mr. Hobbs and seconded by Mr. Johnson to adjourn the meeting.
There being no further business to come before the Council, the meeting was adjourned.
