Council Minutes - July 14, 2015
PROCEEDINGS OF THE COUNCIL OF THE CITY OF ALEXANDRIA, LOUISIANA, STATE OF LOUISIANA, TAKEN AT A REGULAR MEETING HELD ON JULY 14, 2015.
The Council of the City of Alexandria, Louisiana, met in a regular meeting session at its regular meeting place, on Tuesday, July 14, 2015 at 5:00 P.M. There were present the Honorable Charles “Chuck” Fowler, Roosevelt Johnson, Jim Villard, Jules Green, Ed Larvadain, Lee Rubin and Harry Silver. Also present were members from the Administration, Council Staff and Attorney Trey Gist.
The Council of the City of Alexandria, State of Louisiana, was duly convened as the governing authority of said City by the Honorable Charles “Chuck” Fowler, who stated that the Council was ready for the transaction of business. The Invocation was pronounced by Donna Jones and the Pledge of Allegiance was led by Emily LaCaze.
The next item on the agenda: To hold a public hearing and to hear a report from Sandra Rybicki of the U. S. Postal Service on the proposed relocation of the Murray Street. Ms. Sandra Rybicki gave a presentation concerning the relocation of the Murray Street Post Office, a public hearing was held at the City Council meeting July 14, 2015 with public participation and discussion by members of the Alexandria City Council. Michael Llewellyn, the General Service Administrator and Judge Drell spoke on the Post Office closure and the new court house improvements.
Mr. Silver moved for the adoption of the following resolution which was seconded by Mr. Silver.
RESOLUTION NO. 9434-2015
RESOLUTION REGARDING THE DOWNTOWN POST OFFICE AND REQUESTING THAT THE UNITED STATES POSTAL SERVICE DOES EVERYTHING POSSIBLE TO MAINTAIN THE LOCATION OF THE POST OFFICE IN THE DOWNTOWN AREA AND OTHER MATTERS WITH RESPECT THERETO.
The President called for any discussion, a vote was called for and resulted as follows:
YEAS: Silver, Fowler, Johnson, Villard, Green, Larvadain, Rubin.
NAYS: None
ABSENT: None
This resolution was thereupon declared adopted on this the 14th day of July, 2015.
Approval of Minutes
On motion of Mr. Rubin and seconded by Mr. Villard the minutes taken from a regular council meeting held on June 30, 2015 was unanimously approved by the Council.
CONSENT CALENDAR
The Council next read all items found under the heading Consent Calendar and assigned them to committees.
Mr. Villard moved for the adoption or introduction of all items appearing under the heading of Consent Calendar.
Mr. Johnson seconded the motion. It was unanimously carried by the Council.
On motion of Mr. Villard and seconded by Mr. Johnson the following ordinance was introduced, to wit:
AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID FOR THE CONSTRUCTION OF JOHNNY DOWNS SPORTS COMPLEX REGISTRATION BUILDING AND OTHER MATTERS WITH RESPECT THERETO.
On motion of Mr. Villard and seconded by Mr. Johnson the following ordinance was introduced, to wit:
AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOWEST PROPOSAL RECEIVED FOR THE SERVICE OF TESTING, CALIBRATION AND MAINTENANCE OF SUBSTATIONS AND THE D. G. HUNTER GENERATING STATIONS RELAYS, METERS AND RELATED EQUIPMENT AND OTHER MATTERS WITH RESPECT THERETO.
On motion of Mr. Villard and seconded by Mr. Johnson the following ordinance was introduced, to wit:
AN ORDINANCE ACCEPTING THE SUBDIVISION PLAT FOR THE LAKE DISTRICT COMMERCIAL DRIVE SUBDIVISION, LOTS 1-10 AND OTHER MATTERS WITH RESPECT THERETO.
On motion of Mr. Villard and seconded by Mr. Johnson the following ordinance was introduced, to wit:
AN ORDINANCE AUTHORIZING THE REZONING OF PART OF LOT 4 AND LOTS 5,6,7,8,9 AND 10 OF THE PROPOSED COMMERCIAL DRIVE SUBDIVISION, LOCATED ON VERSAILLES BLVD., ALEXANDRIA, LOUISIANA FROM “SF-3” SINGLE FAMILY (HIGH DENSITY) DISTRICT TO “C-2” GENERAL COMMERCIAL DISTRICT AND OTHER MATTERS WITH RESPECT THERETO.
On motion of Mr. Villard and seconded by Mr. Johnson the following ordinance was introduced, to wit:
AN ORDINANCE AUTHORIZING THE MAYOR TO EXECUTE AMENDMENT NUMBER 2 TO THE PROFESSIONAL SERVICE AGREEMENT WITH PAN AMERICAN ENGINEERS, LLC RELATED TO THE DRINKING WATER REVOLVING LOAN FUND WATER SYSTEM IMPROVEMENTS 2009 PROJECT AND OTHER MATTERS WITH RESPECT THERETO.
On motion of Mr. Villard and seconded by Mr. Johnson the following ordinance was introduced, to wit:
AN ORDINANCE AUTHORIZING THE MAYOR TO EXECUTE AMENDMENT NUMBER 3 TO THE PROFESSIONAL SERVICES AGREEMENT WITH PAN AMERICAN ENGINEERS, LLC RELATED TO THE DRINKING WATER REVOLVING LOAN FUND WATER SYSTEM IMPROVEMENTS 2009 PROJECT AND OTHER MATTERS WITH RESPECT THERETO.
On motion of Mr. Villard and seconded by Mr. Johnson the following ordinance was introduced, to wit:
AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO AN ELECTRONIC BID SERVICES AGREEMENT WITH CENTRAL AUCTION HOUSE AND OTHER MATTERS WITH RESPECT THERETO.
On motion of Mr. Villard and seconded by Mr. Johnson the following ordinance was introduced, to wit:
AN ORDINANCE TO AMEND ORDINANCE NO.184-2001 RELATIVE TO COMPENSATION FOR ALEXANDRIA CITY COUNCIL MEMBERS AND OTHER MATTERS WITH RESPECT THERETO.
On motion of Mr. Villard and seconded by Mr. Johnson the following ordinance was introduced, to wit:
AN ORDINANCE TO LEVY 2015 AD VALOREM MILLAGE RATES ON ALL PROPERTY SUBJECT TO TAXATION BY THE CITY OF ALEXANDRIA, LOUISIANA AND OTHER MATTERS WITH RESPECT THERETO.
Mr. Villard moved for the adoption of the following resolution which was seconded by Mr. Johnson.
RESOLUTION NO. 9431-2015
RESOLUTION TO TRANSFER THE OPERATION AND MAINTENANCE OF THE BROADWAY AVENUE, DALLAS STREET TRAFFIC SIGNAL FROM THE CITY OF ALEXANDRIA TO LADOTD DISTRICT 08 TRAFFIC OPERATIONS AND OTHER MATTERS WITH RESPECT THERETO.
The President called for any discussion, a vote was called for and resulted as follows:

RESOLUTION REAPPOINTING NORMAN WELCH AND BYRON SALAZAR TO THE ALEXANDRIA REGIONAL PORT AUTHORITY AND OTHER MATTERS WITH RESPECT THERETO.

RESOLUTION NO. 9433-2015
RESOLUTION AUTHORIZING ADVERTISEMENT FOR BIDS FOR AN AUTOMATED BIOCHEMICAL OXYGEN DEMAND ANALYZER FOR THE LABORATORY TESTING AND SERVICES DEPARTMENT AND OTHER MATTERS WITH RESPECT THERETO.

ORDINANCE NO. 101-2015
AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR A 6X4 TRACTOR RIG WITH A DAY CAB FOR THE UTILITY SERVICES DEPARTMENT AND OTHER MATTERS WITH RESPECT THERETO.
