Council Minutes - June 30 2015
PROCEEDINGS OF THE COUNCIL OF THE CITY OF ALEXANDRIA, LOUISIANA, STATE OF LOUISIANA, TAKEN AT A REGULAR MEETING HELD ON JUNE 30, 2015.
The Council of the City of Alexandria, Louisiana, met in a regular meeting session at its regular meeting place, on Tuesday, June 30, 2015 at 5:00 P.M. There were present the Honorable Charles “Chuck” Fowler, Roosevelt Johnson, Jim Villard, Jules Green, Ed Larvadain, Lee Rubin and Harry Silver. Also present were members from the Administration, Council Staff and Attorney Trey Gist.
The Council of the City of Alexandria, State of Louisiana, was duly convened as the governing authority of said City by the Honorable Charles
“Chuck” Fowler, who stated that the Council was ready for the transaction of business. The Invocation was pronounced by Harry Silver and the Pledge of Allegiance was led by Trey Gist.
Debra Randolph and Zeb Winstead presented the Samuel R. Dunbar award to Mr. Silver.
Approval of Minutes
On motion of Mr. Green and seconded by Mr. Johnson the minutes taken from a regular council meeting held on June 16, 2015 was unanimously approved by the Council.
CONSENT CALENDAR
The Council next read all items found under the heading Consent Calendar and assigned them to committees.
No bids received and the Administration requested the following item be removed from the agenda:
Introduction of an ordinance authorizing the Mayor to accept the low bid submitted for Electric Utility right-of-way clearing and re-clearing for use by the Electric Distribution Department.
Mr. Silver moved for the adoption or introduction of all items appearing under the heading of Consent Calendar.
Mr. Villard seconded the motion. It was unanimously carried by the Council.
On motion of Mr. Silver and seconded by Mr. Villard the following ordinance was introduced, to wit:
AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR A 6X4 TRACTOR RIG WITH A DAY CAB FOR THE UTILITY SERVICES DEPARTMENT AND OTHER MATTERS WITH RESPECT THERETO.
On motion of Mr. Silver and seconded by Mr. Villard the following ordinance was introduced, to wit:
AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR ANNUAL VEHICLE CURRENT MODEL YEAR OR NEWER FOR ALL CITY DEPARTMENTS AND OTHER MATTERS WITH RESPECT THERETO.
On motion of Mr. Silver and seconded by Mr. Villard the following ordinance was introduced, to wit:
AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR ELECTRIC UTILITY RIGHT-OF-WAY MAINTENANCE FOR THE ELECTRIC DISTRIBUTION DEPARTMENT AND OTHER MATTERS WITH RESPECT THERETO.
On motion of Mr. Silver and seconded by Mr. Villard the following ordinance was introduced, to wit:
AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR A CHAIN LINK FENCING ON BRINGHURST GOLF COURSE AND OTHER MATTERS WITH RESPECT THERETO.
On motion of Mr. Silver and seconded by Mr. Villard the following ordinance was introduced, to wit:
AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR GAS METERS FOR A TWELVE MONTH PERIOD AND OTHER MATTERS WITH RESPECT THERETO.
On motion of Mr. Silver and seconded by Mr. Villard the following ordinance was introduced, to wit:
AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR SINGLE PHASE POLEMOUNT TRANSFORMERS FOR THE ELECTRIC DISTRIBUTION DEPARTMENT AND OTHER MATTERS WITH RESPECT THERETO.
On motion of Mr. Silver and seconded by Mr. Villard the following ordinance was introduced, to wit:
AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOWEST PROPOSAL RECEIVED FOR THE SERVICE OF TESTING AND MAINTENANCE OF SUBSTATION TRANSFORMERS, CIRCUIT BREAKERS AND RELATED EQUIPMENT AND OTHER MATTERS WITH RESPECT THERETO.
On motion of Mr. Silver and seconded by Mr. Villard the following ordinance was introduced, to wit:
AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOWEST PROPOSAL RECEIVED FOR THE SERVICE OF TRANSFORMER REPAIRS POLEMOUNT AND PADMOUNT AND OTHER MATTERS WITH RESPECT THERETO.
On motion of Mr. Silver and seconded by Mr. Villard the following ordinance was introduced, to wit:
AN ORDINANCE AUTHORIZING ANNEXATION OF A 15.42 ACRE AND A 1.91 ACRE TRACT OF LAND SITUATED IN SECTION 27 & 85 OF TOWNSHIP 4 NORTH, RANGE 1 WEST, RAPIDES PARISH, LOUISIANA INTO THE CORPORATE LIMITS OF THE CITY OF ALEXANDRIA AND OTHER MATTERS WITH RESPECT THERETO.
Mr. Larvadain referred this item to the Finance and Legal Affairs Committee.
Mr. Silver moved for the adoption of the following resolution which was seconded by Mr. Villard.
RESOLUTION NO. 9430-2015
RESOLUTION AUTHORIZING ADVERTISEMENT FOR BIDS FOR WOODDALE OUTFALL AND RAILROAD AVENUE DRAINAGE IMPROVEMENTS PHASE 3. AND OTHER MATTERS WITH RESPECT THERETO.
The President called for any discussion, a vote was called for and resulted as follows:
YEAS: Silver, Fowler, Johnson, Villard, Green, Larvadain, Rubin.

This resolution was thereupon declared adopted on this the 30th day of June, 2015.
The President of the Council stated that he would like to read for the records and giving the City Clerk permission to publish in the newspaper the following:
THE ALEXANDRIA CITY COUNCIL GIVES PUBLIC NOTICE OF ITS INTENTION TO ADOPT THE 2015 AD VALOREM PROPERTY TAX MILLAGE FOR THE CITY OF ALEXANDRIA UP TO THE ADJUSTED MAXIMUM MILLAGE RATE AND WILL HOLD A PUBLIC HEARING AND ADOPT ANY NECESSARY ORDINANCE TO DO SO ON AUGUST 11, 2015 AT 5:00 P.M. DURING A REGULAR ALEXANDRIA CITY COUNCIL MEETING TO BE HELD AT THE CITY COUNCIL CHAMBERS IN CITY HALL, 915 THIRD STREET, ALEXANDRIA, LOUISIANA.

The following ordinance which was previously introduced and laid over for publication of notice and no objection having been filed thereto was brought up for final adoption on motion of Mr. Johnson and seconded by Mr. Villard.
ORDINANCE NO. 95-2015
AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR SPUN PRE-STRESSED WOOD POLE EQUIVALENT CONCRETE POLES FOR THE ELECTRIC DISTRIBUTION DEPARTMENT AND OTHER MATTERS WITH RESPECT THERETO.

ORDINANCE NO. 96-2015
AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR CLAMPS AND COUPLINGS FOR A TWELVE MONTH PERIOD AND OTHER MATTERS WITH RESPECT THERETO.

ORDINANCE NO. 97-2015
AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR THE PURCHASE OF A MINIMUM OF TWO ADA COMPLIANT CUTAWAY VANS AND OTHER MATTERS WITH RESPECT THERETO.

ORDINANCE NO. 98-2015
AN ORDINANCE AMENDING THE 2015-2016 OPERATING BUDGET BY DELETING ONE PLANNER POSITION AND ADDING ONE ZONING ENFORCEMENT ANALYST POSITION IN THE PLANNING DEPARTMENT AND OTHER MATTERS WITH RESPECT THERETO.

AN ORDINANCE REVOKING A 3.5’ WIDE BY 291’ PORTION OF A 15’ WIDE SEWER SERVITUDE/EASEMENT LOCATED ON A 1.940 ACRE TRACT OF LAND AT 6320 COLISEUM BOULEVARD AND OTHER MATTERS WITH RESPECT THERETO.

ORDINANCE NO. 100-2015.
AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO AN AMENDED INTERGOVERNMENTAL AGREEMENT WITH THE ALEXANDRIA HOUSING AUTHORITY FOR THE SUGARHOUSE ROAD PROJECT AND OTHER MATTERS WITH RESPECT THERETO.

COMMITTEES
There were no reports from the Finance and Legal Affairs Committee, Utility Committee, Economic, Workforce and planning Development Committee, Community Affairs Services and Events Committee, A & E Selection Committee.
Personnel/Insurance Committee – Mr. Green Chair stated that Ms. Carolyn Frazier would like to thank the City of Alexandria for the support of Juneteenth Celebration.
Public Safety, Works, and Transportation Committee – Mr. Larvadain Chair, mentioned the First Rec 2 U program for District 1.
There being no further business to come before the Council, on motion properly seconded, the meeting was adjourned.
