Meeting Minutes - September 22, 2015
PROCEEDINGS OF THE COUNCIL OF THE CITY OF ALEXANDRIA, LOUISIANA, STATE OF LOUISIANA, TAKEN AT A REGULAR MEETING HELD ON SEPTEMBER 22, 2015.
The Council of the City of Alexandria, Louisiana, met in a regularly scheduled meeting session at its regular meeting place, on Tuesday, September 22, 2015 at 5:00 P.M. Those present were the Honorable Charles “Chuck” Fowler, Roosevelt Johnson, Jim Villard, Jules Green, Ed Larvadain, Lee Rubin and Harry Silver. Also present were members from the Administration, Council Staff and Council Attorney Trey Gist.
The Council of the City of Alexandria, State of Louisiana, was duly convened as the governing authority of said City by the Honorable Charles “Chuck” Fowler, who stated that the Council was ready for the transaction of business. The Invocation was pronounced by Mr. Silver and the Pledge of Allegiance was led by Mr. Johnson.
The Administration, represented by Mayor Roy, presented Coach Urbina with an Outstanding Citizen Award for being Coach and Principal of Alexandria Senior High School and having coached a student to the International Power Lifting Competition. Mayor Roy also presented a proclamation to Ashley Mitchell naming September 22, 2015 as Ashley Mitchell Day. Ms. Mitchell won first place in the world, in her weight lifting class at the International Power Lifting Competition.
Approval of Minutes
On motion of Mr. Villard and seconded by Mr. Green the minutes taken from a regular council meeting held on September 9, 2015 were unanimously approved by the Council.
CONSENT CALENDAR
The Council next read all items found under the heading Consent Calendar and assigned them to committees.
Mr. Villard moved for the adoption or introduction of all items appearing under the heading of Consent Calendar.
Mr. Green seconded the motion. It was unanimously carried by the Council.
On motion of Mr. Villard and seconded by Mr. Green the following ordinance was introduced, to wit:
AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR A MINIMUM OF ONE (1) DUAL BROOM, DUAL STREET VACUUM STREET SWEEPER AND OTHER MATTERS WITH RESPECT THERETO.
On motion of Mr. Villard and seconded by Mr. Green the following ordinance was introduced, to wit:
AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE PROPOSAL SUBMITTED BY MEYER, MEYER, LACROIX AND HIXSON FOR ENGINEERING SERVICES RELATED TO THE WATER WELL RECLAMATION PROJECT AND OTHER MATTERS WITH RESPECT THERETO.
On motion of Mr. Villard and seconded by Mr. Green the following ordinance was introduced, to wit:
AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE PROPOSAL SUBMITTED BY MONCEAUX-BULLER AND ASSOCIATES, LLC FOR ENGINEERING SERVICES RELATED TO THE CITY PARK TANK REPAIR PROJECT AND OTHER MATTERS WITH RESPECT THERETO.
On motion of Mr. Villard and seconded by Mr. Green the following ordinance was introduced, to wit:
AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO A SUPPLEMENTAL AGREEMENT NO. 4 WITH MONCEAUX-BULLER AND ASSOCIATES, LLC FOR PROFESSIONAL SERVICES FOR WOODDALE OUTFALL AND RAILROAD AVENUE DRAINAGE IMPROVEMENTS – PHASE 4 AND OTHER MATTERS WITH RESPECT THERETO.
On motion of Mr. Villard and seconded by Mr. Green the following ordinance was introduced, to wit:
AN ORDINANCE AUTHORIZING THE ACQUISITION OF PARCEL #795 REQUIRED FOR THE NORTH MALL DRIVE PHASE II STREET IMPROVEMENT PROJECT AND OTHER MATTERS WITH RESPECT THERETO.
Mr. Villard moved for the adoption of the following resolution which was seconded by Mr. Green.
RESOLUTION NO. 9462-2015
RESOLUTION AUTHORIZING THE 2014 MUNICIPAL WATER POLLUTION PREVENTION AUDIT AND OTHER MATTERS WITH RESPECT THERETO.
The President called for any discussion, a vote was called for and resulted as follows:

This resolution was thereupon declared adopted on this the 22nd day of September, 2015.
Mr. Villard moved for the adoption of the following resolution which was seconded by Mr. Green.
RESOLUTION NO. 9463-2015
RESOLUTION AUTHORIZING ADVERTISEMENT FOR BIDS FOR RIVERFRONT CENTER CLEARSTORY WATERPROOFING AND OTHER MATTERS WITH RESPECT THERETO.
The President called for any discussion, a vote was called for and resulted as follows:

RESOLUTION NO. 9464-2015
RESOLUTION SETTING A PUBLIC HEARING TO BE HELD OCTOBER 6, 2015 TAKING ACTION ON THE COST OF DEMOLITION OF THIRTY-SIX (36) RESIDENTIAL STRUCTURES AND OTHER MATTERS WITH RESPECT THERETO.

AN ORDINANCE AUTHORIZING THE MAYOR TO RENEW THE EXISTING CONTRACT WITH TRANSFORMATION JANITORIAL SERVICES FOR JANITORIAL SERVICES FOR WASTEWATER AND LAB TESTING BUILDING AND OTHER MATTERS WITH RESPECT THERETO.

AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO A COOPERATIVE ENDEAVOR AGREEMENT WITH LOUISIANA DEPARTMENT OF WILDLIFE AND FISHERIES FOR “CENLA NATIONAL HUNTING AND FISHING DAY” AND AUTHORIZING THE PROVISION OF IN-KIND SERVICES BY USE OF THE CITY TROLLEYS AND OTHER MATTERS WITH RESPECT THERETO.

ORDINANCE NO. 154-2015
AN ORDINANCE AUTHORIZING THE SALE OF NOT EXCEEDING EIGHTEEN MILLION DOLLARS ($18,000,000) OF SALE TAX REFUNDING BONDS, IN ONE OR MORE SERIES, OF THE CITY OF ALEXANDRIA, STATE OF LOUISIANA; PROVIDED THE SALE OF THE REFUNDING BONDS PRODUCES MINIMUM NET PRESENT VALUE SAVINGS (AFTER PAYMENT OF ALL COSTS) IN EXCESS OF THE MINIMUM PRESENT VALUE SAVINGS TO REFUND GUIDELINES OF THE STATE BOND COMMISSION AND OTHER MATTERS WITH RESPECT THERETO.

A & E Selection Committee Mr. Villard- Chair Upon recommendation from the previously held A & E Committee, on a motion of Mr. Villard and seconded by Mr. Johnson the following item was introduced:
INTRODUCTION OF AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE PROPOSAL SUBMITTED BY PAN AMERICAN ENGINEERING FOR REPAIR AND PAINTING OF MCKEITHEN DRIVE ELEVATED TANK AND OTHER MATTERS WITH RESPECT THERETO.
Upon recommendation from the previously held A & E Committee meeting, on a motion of Mr. Villard and seconded by Mr. Silver the following item was introduced:
INTRODUCTION OF AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE PROPOSAL SUBMITTED BY MEYER, MEYER, LACROIX AND HIXSON FOR DEMOLITION AND RESTORATION OF FORMER ATWOOD LIFT STATION AND OTHER MATTERS WITH RESPECT THERETO.
Upon recommendation from the previously held A & E Committee meeting, on a motion of Mr. Villard and seconded by Mr. Johnson, the following item was introduced:
INTRODUCTION OF AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE PROPOSAL SUBMITTED BY MONCEAUX-BULLER AND ASSOCIATES, LLC FOR ANNUAL REQUIREMENTS CONTRACT FOR ELECTRIC, GAS, WATER AND WASTEWATER.
There being no further business to come before the Council, on motion properly seconded, the meeting was adjourned.
