Minutes December 15, 2015
PROCEEDINGS OF THE COUNCIL OF THE CITY OF ALEXANDRIA, STATE OF LOUISIANA, TAKEN AT A REGULAR MEETING HELD ON DECEMBER 15, 2015.
The Council of the City of Alexandria, Louisiana, met in a regularly scheduled meeting session at its regular meeting place, on Tuesday, December 15, 2015 at 5:00 P.M. Those present were the Honorable Lee Rubin, Chuck Fowler, Harry Silver, Roosevelt Johnson, Jim Villard, Jules Green, and Ed Larvadain. Also present were members from the Administration, Council Staff and Council Attorney Trey Gist.
The Council of the City of Alexandria, State of Louisiana, was duly convened as the governing authority of said City by the Honorable Lee Rubin, who stated that the Council was ready for the transaction of business. The Invocation was pronounced by Mr. Villard and the Pledge of Allegiance was led by Mr. Johnson.
Mr. Rubin presented a plaque to Mr. Fowler recognizing his serving as City Council President for the past three years.
Approval of Minutes
On a motion of Mr. Johnson and seconded by Mr. Villard the minutes taken from a regular council meeting held on December 1, 2015 were unanimously approved by the Council.
CONSENT CALENDAR
The Council next read all items found under the heading Consent Calendar and assigned them to committees.
Mr. Fowler moved for the adoption or introduction of all items appearing under the heading of Consent Calendar.
Mr. Villard seconded the motion. It was unanimously carried by the Council.
On a motion of Mr. Fowler and seconded by Mr. Villard the following ordinance was introduced, to wit:
AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR CENTRAL LOUISIANA BUSINESS INCUBATOR CHILLER REPLACEMENT AND OTHER MATTERS WITH RESPECT THERETO.
On a motion of Mr. Fowler and seconded by Mr. Villard the following ordinance was introduced, to wit:
AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR A HYDRAULIC TRASH LOADER BODY FOR THE SANITATION DEPARTMENT AND OTHER MATTERS WITH RESPECT THERETO.
On a motion of Mr. Fowler and seconded by Mr. Villard the following ordinance was introduced, to wit:
AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR PRESCOTT ROAD SIDEWALK IMPROVEMENTS CHEROKEE ELEMENTARY TO ROANOKE STREET AND OTHER MATTERS WITH RESPECT THERETO.
On a motion of Mr. Fowler and seconded by Mr. Villard the following ordinance was introduced, to wit:
AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR WASTEWATER SYSTEM MAINTENANCE PAINTING, SEWER CLARIFIER TANKS AND CITYWIDE PLUMBING STATIONS WITH ASSOCIATED WORK PHASE I AND OTHER MATTERS WITH RESPECT THERETO.
On a motion of Mr. Fowler and seconded by Mr. Villard the following ordinance was introduced, to wit:
AN ORDINANCE AUTHORIZING CHANGE ORDER NUMBER 1 FOR CIP WOODDALE OUTFALL AND RAILROAD AVENUE DRAINAGE IMPROVEMENTS PHASE 3 AND OTHER MATTERS WITH RESPECT THERETO.
On a motion of Mr. Fowler and seconded by Mr. Villard the following ordinance was introduced, to wit:
AN ORDINANCE AUTHORIZING THE MAYOR TO RENEW THE EXISTING CONTRACT FOR THE ANNUAL UNIFORM BID FOR POLICE AND FIRE DEPARTMENTS AND OTHER MATTERS WITH RESPECT THERETO.
On a motion of Mr. Fowler and seconded by Mr. Villard the following ordinance was introduced, to wit:
AN ORDINANCE AUTHORIZING THE MAYOR TO EXECUTE THE CONTRACT WITH BALLARD CLC, INC., FOR THE CITY’S CAPITAL IMPROVEMENT/MPO PROJECT INDUSTRIAL PARK SITE ROAD RECONSTRUCTION AND OTHER MATTERS WITH RESPECT THERETO.
Mr. Fowler moved for the adoption of the following resolution which was seconded by Mr. Villard.
RESOLUTION NO. 9496-2015
A RESOLUTION AUTHORIZING ADVERTISEMENT FOR BIDS FOR OPERATING SUPPLIES FOR THE GAS DEPARTMENT FOR A TWELVE MONTH PERIOD AND OTHER MATTERS WITH RESPECT THERETO.
The President called for any discussion, a vote was called for and resulted as follows:
YEAS: Fowler, Silver, Rubin, Johnson, Villard, Green, Larvadain.
NAYS: None.
ABSENT: None.
This resolution was thereupon declared adopted on this the 15th day of
December, 2015.
Mr. Fowler moved for the adoption of the following resolution which was seconded by Mr. Villard.
RESOLUTION NO. 9497-2015
A RESOLUTION CANCELING THE REGULAR COUNCIL MEETING SCHEDULED FOR DECEMBER 29, 2015 AND OTHER MATTERS WITH RESPECT THERETO.
The President called for any discussion, a vote was called for and resulted as follows:

The following ordinance which was previously introduced and laid over for publication of notice and no objection having been filed thereto was brought up for final adoption on a motion of Mr. Johnson and seconded by Mr. Villard.

AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR SAMTOWN LIFT STATION AND FORCE MAIN PHASE 3 AND OTHER MATTERS WITH RESPECT THERETO.

AN ORDINANCE AUTHORIZING THE MAYOR TO RENEW THE EXISTING CONTRACT FOR PCB AND PCB CONTAMINATED EQUIPMENT REMOVAL AND DISPOSAL SERVICES AND OTHER MATTERS WITH RESPECT THERETO.

AN ORDINANCE AMENDING AND RE-ENACTING THE FOLLOWING SECTIONS OF THE CODE OF ORDINANCES: SEC. 26-24(A)(1), 26-24(A)(2), AND 26-24(C) (WATER RATES); 26-62(A),(B),(C) AND 26-62.1(A),(B) AND (C)(GAS RATES); 26-84(D),(E),(F) AND (G); 26-85(D), 26-89 (D) AND 26-89.1(D)(ELECTRIC RATES); AND 27.5-5(C)AND(D)(WASTE WATER RATES) AND OTHER MATTERS WITH RESPECT THERETO.

AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR WIRE AND CABLE FOR THE ELECTRIC DISTRIBUTION DEPARTMENT AND OTHER MATTERS WITH RESPECT THERETO.
The President called for any discussion, a vote was called for and resulted as follows:

ORDINANCES FOR INTRODUCTION
On a motion of Mr. Fowler and seconded by Mr. Villard the following ordinance was introduced, to wit:
AN ORDINANCE AUTHORIZING THE 2015-2016 MAJOR BUDGET AMENDMENT AND OTHER MATTERS WITH RESPECT THERETO.
On a motion of Mr. Fowler and seconded by Mr. Villard the following ordinance was introduced, to wit:
AN ORDINANCE AUTHORIZING THE MAYOR TO RENEW THE EXISTING CONTRACT WITH GREEN’S PARK SERVICES FOR JANITORIAL SERVICES AT THE CENTRAL LOUISIANA BUSINESS INCUBATOR BUILDING AND COMMERCIAL KITCHEN AND OTHER MATTERS WITH RESPECT THERETO.
Upon recommendation of the Administration the following ordinance was pulled from the agenda:
AN ORDINANCE ALLOWING FOR THE ADJUSTMENT OF UTILITY RATES ACCORDING TO THE U. S. CONSUMER PRICE INDEX AND MATTERS RELATED THERETO AND OTHER MATTERS WITH RESPECT THERETO.
RESOLUTION
Mr. Johnson moved for the adoption of the following resolution which was seconded by Mr. Fowler.
RESOLUTION NO. 9498-2015
A RESOLUTION TAKING ACTION ON STRUCTURE LOCATED AT 3907 JEFFERSON STREET – KADENENCE PROPERTIES LLC, THE EVANGELINE BANK & TRUST CO., AND KIMBERLY JOHNSON AND OTHER MATTERS WITH RESPECT THERETO.
The President called for any discussion, a vote was called for and resulted as follows:

NAYS: None.

COMMITTEES
There were no reports from Personnel-Insurance Committee, Public Safety, Works and Transportation Committee, Economic, Workforce and Planning Development Committee, A & E Selection Committee, and Utility Committee.
Community Affairs, Services and Events Committee – Mr. Johnson, Chair, and Finance and Legal Affairs Committee – Mr. Silver, Chair both commended the Administration on a successful WinterFête. The Mayor and Staff presented a brief power point presentation of the festival and gave an update on the money spent and money donated by sponsors.
