Minutes November 17, 2015
PROCEEDINGS OF THE COUNCIL OF THE CITY OF ALEXANDRIA, STATE OF LOUISIANA, TAKEN AT A REGULAR MEETING HELD ON NOVEMBER 17, 2015.
The Council of the City of Alexandria, Louisiana, met in a regularly scheduled meeting session at its regular meeting place, on Tuesday, November 17, 2015 at 5:00 P.M. Those present were the Honorable Lee Rubin, Harry Silver, Roosevelt Johnson, Jim Villard, Jules Green, and Ed Larvadain. Also present were members from the Administration, Council Staff and Council Attorney Trey Gist.
The Council of the City of Alexandria, State of Louisiana, was duly convened as the governing authority of said City by the Honorable Lee Rubin, who stated that the Council was ready for the transaction of business. The Invocation was pronounced by Mr. Johnson and the Pledge of Allegiance was led by Mr. Villard.
Approval of Minutes
On motion of Mr. Villard and seconded by Mr. Green the minutes taken from a regular council meeting held on November 3, 2015 were unanimously approved by the Council.
CONSENT CALENDAR
The Council next read all items found under the heading Consent Calendar and assigned them to committees.
Mr. Villard moved for the adoption or introduction of all items appearing under the heading of Consent Calendar.
Mr. Johnson seconded the motion. It was unanimously carried by the Council.
On motion of Mr. Villard and seconded by Mr. Johnson the following ordinance was introduced, to wit:
AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR RIVERFRONT CENTER CLEARSTORY WATERPROOFING AND OTHER MATTERS WITH RESPECT THERETO.
On motion of Mr. Villard and seconded by Mr. Johnson the following ordinance was introduced, to wit:
AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR ANNUAL WORK UNIFORMS FOR VARIOUS DEPARTMENTS AND OTHER MATTERS WITH RESPECT THERETO.
On motion of Mr. Villard and seconded by Mr. Johnson the following ordinance was introduced, to wit:
AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR WIRE AND CABLE FOR THE ELECTRIC DISTRIBUTION DEPARTMENT AND OTHER MATTERS WITH RESPECT THERETO.
On motion of Mr. Villard and seconded by Mr. Johnson the following ordinance was introduced, to wit:
AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR PETROLEUM PRODUCTS AND CHEMICAL ADDITIVES FOR WARTSILA ENGINES AT D. G. HUNTER POWER PLANT AND OTHER MATTERS WITH RESPECT THERETO.
Upon recommendation of the Administration, the following item was delayed for two weeks:
AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR SAMTOWN LIFT STATION AND FORCE MAIN PHASE 3 AND OTHER MATTERS WITH RESPECT THERETO.
On motion of Mr. Villard and seconded by Mr. Johnson the following ordinance was introduced, to wit:
AN ORDINANCE AUTHORIZING THE MAYOR TO EXECUTE THE CONTRACT FOR THE CITY’S PUBLIC ENTERPRISE PROJECT OF THE ALEXANDRIA AMPHITHEATER IMPROVEMENTS AND OTHER MATTERS WITH RESPECT THERETO.
On motion of Mr. Villard and seconded by Mr. Johnson the following ordinance was introduced, to wit:
AN ORDINANCE AUTHORIZING THE MAYOR TO EXECUTE A PIPELINE CROSSING CONTRACT WITH KANSAS CITY SOUTHERN RAILROAD FOR A FORCE MAIN CROSSING AND OTHER MATTERS WITH RESPECT THERETO.
On motion of Mr. Villard and seconded by Mr. Johnson the following ordinance was introduced, to wit:
AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOWEST QUOTES RECEIVED FOR ANALYTICAL TESTING SERVICES FOR USE BY THE LAB TESTING DEPARTMENT AND OTHER MATTERS WITH RESPECT THERETO.
ORDINANCES FOR FINAL ADOPTION

The following ordinance which was previously introduced and laid over for publication of notice and no objection having been filed thereto was brought up for final adoption on motion of Mr. Villard and seconded by Mr. Silver.
ORDINANCE NO.184-2015
AN ORDINANCE AUTHORIZING THE MAYOR TO EXECUTE THE DESIGN CONTRACT SUBMITTED BY BARRON HEINBERG AND BROCATO FOR THE RIVERFRONT CENTER HVAC IMPROVEMENTS AND OTHER MATTERS WITH RESPECT THERETO.
The President called for any discussion, a vote was called for and resulted as follows:

ORDINANCE NO. 185-2015
AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO AN ENGINEERING AGREEMENT WITH MEYER, MEYER, LACROIX AND HIXSON FOR PROFESSIONAL SERVICES NECESSARY TO PLAN FOR THE CONSTRUCTION OF ODOR CONTROL FOR THE ATWOOD LIFT STATION AND OTHER MATTERS WITH RESPECT THERETO.
The President called for any discussion, a vote was called for and resulted as follows:

AN ORDINANCE AUTHORIZING THE ACCEPTANCE OF BELLEAU WOOD BOULEVARD EXTENSION AND OTHER MATTERS WITH RESPECT THERETO.

AN ORDINANCE ANNEXING A 34.1 ACRE OF LAND LOCATED ADJACENT TO SOUTH CLOVERLEAF BOULEVARD IN SECTION 85 & 27 OF TOWNSHIP 4 NORTH, RANGE 1 WEST, RAPIDES PARISH, LOUISIANA, A PORTIONS OF THE PROPERTY BE ZONED “C-2” (GENERAL COMMERCIAL)AND “SF-2” (SINGLE FAMILY RESIDENTIAL-MODERATE DENSITY) UPON ANNEXATION AND OTHER MATTERS WITH RESPECT THERETO.

AN ORDINANCE AMENDING THE PROFESSIONAL SERVICE AGREEMENT BETWEEN USONA DEVELOPMENT, LLC AND THE CITY OF ALEXANDRIA AND OTHER MATTERS WITH RESPECT THERETO.

ORDINANCE NO. 189-2015
AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO A COOPERATIVE ENDEAVOR WITH THE ARTS COUNCIL OF CENTRAL LOUISIANA; TO PROVIDE FOR A LEASE AND MANAGEMENT AGREEMENT FOR THE COUGHLIN SAUNDERS PERFORMING ARTS CENTER AND OTHERWISE PROVIDING WITH RESPECT THERETO AND OTHER MATTERS WITH RESPECT THERETO.

AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO A PROFESSIONAL SERVICES AGREEMENT WITH NAVIGATE HCR TO PERFORM REPORTING ON BEHALF OF THE CITY FOR COMPLIANCE WITH THE AFFORDABLE CARE ACT AND OTHER MATTERS WITH RESPECT THERETO.

AN ORDINANCE AUTHORIZING THE REZONING OF PROPERTY AT 1427 RANSBOTTOM DRIVE DESCRIBED AS LOT 7 SQUARE 3 RANSBOTTOM RE-SUBDIVISION OF LAKESIDE SUBDIVISION, ALEXANDRIA, LOUISIANA, FROM “C-2” GENERAL COMMERCIAL DISTRICT TO “SF-2” SINGLE FAMILY (MODERATE DENSITY) DISTRICT TO ALLOW FOR AN EXISTING RESIDENTIAL STRUCTURE AND OTHER MATTERS WITH RESPECT THERETO.

AN ORDINANCE AUTHORIZING THE REZONING OF PROPERTY AT 1211 RAPIDES AVENUE FROM “SF-2” SINGLE FAMILY (MODERATE DENSITY) DISTRICT TO “B-3” GENERAL BUSINESS DISTRICT TO ALLOW FOR THE CONSTRUCTION OF A WELDING TRAINING SCHOOL AND OTHER MATTERS WITH RESPECT THERETO.

A RESOLUTION TAKING ACTION ON STRUCTURES LOCATED AT 2513 DETROIT STREET- MILTON COMPTON AND 3711 EASTSIDE STREET-PAMELA R. WILLIAMS, CYNTHIA RODGERS, WILLIAM L. RODGERS, JR. AND BRIDGET RODGERS AND OTHER MATTERS WITH RESPECT THERETO.

COMMITTEES
There were no reports from Finance and Legal Affairs Committee, Personnel-Insurance Committee, Public Safety, Works and Transportation Committee, Economic, Workforce and Planning Development Committee, A & E Selection Committee, and Utility Committee.
Community Affairs, Services and Events Committee – Mr. Johnson, Chair of the committee commented on the After School Program at the Martin Community Center and encouraged everyone to stop by and check it out.
