City Council Minutes - June 28, 2022
PROCEEDINGS OF THE COUNCIL OF THE CITY OF ALEXANDRIA, STATE OF LOUISIANA, TAKEN AT A REGULAR MEETING HELD ON JUNE 28, 2022.
The Council of the City of Alexandria, Louisiana, met in a regularly scheduled meeting session at its regular meeting place, on Tuesday, June 28, 2022 at 5:00 P.M. Those present were the Honorable Jim Villard, Cynthia Perry, Lee Rubin, Chuck Fowler, REDDEX Washington and Gerber Porter. Catherine Davidson was absent. Also present were Mayor Hall, City Attorney Shane Williams and Council Staff.
The Council of the City of Alexandria, State of Louisiana was duly convened as the governing authority of said City by the Honorable Catherine Davidson, who stated that the Council was ready for the transaction of business. The invocation was pronounced by Ms. Perry and the Pledge of Allegiance was led by Mr. Rubin.
APPROVAL OF MINUTES
On a motion of Mr. Rubin and seconded by Mr. Fowler the minutes taken from a regular Council Meeting held on June 14, 2022 were unanimously approved by the Council.
TO RECEIVE AND CONSIDER THE MAYOR’S VETO MESSAGE REGARDING ORDINANCE NO. 117-2022.
Upon request from the Administration, Mr. Trey Gist read the Mayor’s veto message into the record.
Mr. Porter moved to override the veto and it was seconded by Mr. Washington.
The President called for any discussion, a vote was called for and resulted as follows:
YEAS: Porter, Perry Washington.
NAYS: Villard, Rubin, Fowler.
ABSENT: Davidson.
The veto override failed.
CONSENT CALENDAR
The Council next read all items found under the heading Consent Calendar and assigned them to committees.
Mr. Fowler moved for the adoption or introduction of all items appearing under the heading Consent Calendar.
Mr. Rubin seconded the motion. It was unanimously carried by the Council.
Bids were received for single phase polemount transformers.

The above bid was referred to the Mayor and appropriate committee for tabulation and recommendation. The following ordinance was introduced by Mr. Fowler and seconded by Mr. Rubin to wit:
AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR SINGLE PHASE POLEMOUNT TRANSFORMERS AND OTHER MATTERS WITH RESPECT THERETO.
Bids were received for single phase padmount.

The above bid was referred to the Mayor and appropriate committee for tabulation and recommendation. The following ordinance was introduced by Mr. Fowler and seconded by Mr. Rubin to wit:
AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR SINGLE PHASE PADMOUNT AND OTHER MATTERS WITH RESPECT THERETO.
Bids were received for Kisatchie Tower and Roof Replacement.

The above bid was referred to the Mayor and appropriate committee for tabulation and recommendation. The following ordinance was introduced by Mr. Fowler and seconded by Mr. Rubin to wit:
AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR KISATCHIE TOWER AND ROOF REPLACEMENT AND OTHER MATTERS WITH RESPECT THERETO.
Bids were received for three phase padmount transformers.

AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR THREE PHASE PADMOUNT TRANSFORMERS AND OTHER MATTERS WITH RESPECT THERETO.
On a motion of Mr. Fowler and seconded by Mr. Rubin the following ordinance was introduced to wit:
AN ORDINANCE AUTHORIZING THE MAYOR TO EXECUTE PSA SUPPLEMENTAL AGREEMENT NO. 1 FOR SUGARHOUSE ROAD EXTENSION AND OTHER MATTERS WITH RESPECT THERETO.
On a motion of Mr. Fowler and seconded by Mr. Rubin the following ordinance was introduced to wit:
AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT A DONATION OF LAND AND IMPROVEMENTS FROM ROBERT T. RATCLIFF, EDWARD S. VOELKER, ET AT; TO AUTHORIZE THE CONTRACT AND THE TERMS AND CONDITIONS RELATED THERETO AND OTHER MATTERS WITH RESPECT THERETO.
On a motion of Mr. Fowler and seconded by Mr. Rubin the following ordinance was introduced to wit:
AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO A PROFESSIONAL SERVICE AGREEMENT WITH REI UTILITY SERVICES, LLC AND OTHER MATTERS WITH RESPECT THERETO.
ORDINANCES FOR FINAL ADOPTION
SUBJECT TO A PUBLIC HEARING
The following ordinance, which was previously introduced and laid over for publication of notice and no objection having been filed thereto, was brought up for final adoption on a motion of Mr. Fowler and seconded by Mr. Rubin.
ORDINANCE NO. 118-2022
AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR THE CONSTRUCTION OF A PANEL RELAY FOR PRESCOTT SUBSTATION AND OTHER MATTERS WITH RESPECT THERETO.
The President called for any discussion, a vote was called for and resulted as follows:
YEAS: Fowler, Washington, Porter, Villard, Perry, Rubin.
NAYS: None.
ABSENT: Davidson.
This ordinance was thereupon declared adopted on this the 28th day of June, 2022.

ORDINANCE NO. 119-2022
AN ORDINANCE AUTHORIZING THE MAYOR TO RENEW THE EXISTING CONTRACT WITH TRANSFORMATION JANITORIAL SERVICE FOR ATRANS BUS TERMINAL AND OTHER MATTERS WITH RESPECT THERETO.
The President called for any discussion, a vote was called for and resulted as follows:
YEAS: Fowler, Washington, Porter, Villard, Perry, Rubin.
NAYS: None.
ABSENT: Davidson.
This ordinance was thereupon declared adopted on this the 28th day of June, 2022.
The following ordinance, which was previously introduced and laid over for publication of notice and no objection having been filed thereto, was brought up for final adoption on a motion of Mr. Rubin and seconded by Mr. Villard.
ORDINANCE NO. 120-2022
AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE PROPOSALS RECEIVED FOR ELECTRIC TRANSMISSION AND DISTRIBUTION EMERGENCY SERVICES FOR THE ELECTRIC DISTRIBUTION DEPARTMENT AND OTHER MATTERS WITH RESPECT THERETO.
The President called for any discussion, a vote was called for and resulted as follows:
YEAS: Rubin, Fowler, Washington, Porter, Villard, Perry.
NAYS: None.
ABSENT: Davidson.
This ordinance was thereupon declared adopted on this the 28th day of June, 2022.
The following ordinance, which was previously introduced and laid over for publication of notice and no objection having been filed thereto, was brought up for final adoption on a motion of Mr. Fowler and seconded by Mr. Rubin.
ORDINANCE NO. 121-2022
AN ORDINANCE REVOKING ALLEYS IN BLOCK 11 OF RACE TRACK ADDITION BETWEEN NORTH 16TH STREET AND NORTH 17TH STREET AND BETWEEN ASHLEY AVENUE AND SHIRLAND AVENUE AND OTHER MATTERS WITH RESPECT THERETO.
The President called for any discussion, a vote was called for and resulted as follows:
YEAS: Fowler, Washington, Porter, Villard, Perry, Rubin.
NAYS: None.
ABSENT: Davidson.
This ordinance was thereupon declared adopted on this the 28th day of June, 2022.
The following ordinance, which was previously introduced and laid over for publication of notice and no objection having been filed thereto, was brought up for final adoption on a motion of Mr. Rubin and seconded by Mr. Fowler.
ORDINANCE NO. 122-2022
AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR SPUN PRESTRESSED WOOD EQUIVALENT CONCRETE AND OTHER MATTERS WITH RESPECT THERETO.
The President called for any discussion, a vote was called for and resulted as follows:
YEAS: Rubin, Fowler, Washington, Porter, Villard, Perry.
NAYS: None.
ABSENT: Davidson.
This ordinance was thereupon declared adopted on this the 28th day of June, 2022.
Upon request from the Administration and a motion of Mr. Fowler and seconded by Mr. Villard, the following item was removed from the agenda.
AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO A COOPERATIVE ENDEAVOR AGREEMENT WITH WLM AQUATIC SCHOOL, INC., FOR SWIMMING LESSONS FOR ALEXANDRIA YOUTH AND OTHER MATTERS WITH RESPECT THERETO.
The following ordinance, which was previously introduced and laid over for publication of notice and no objection having been filed thereto, was brought up for final adoption on a motion of Mr. Fowler and seconded by Mr. Rubin.
AN ORDINANCE AUTHORIZING THE MAYOR TO PROMOTE THE CITY OF ALEXANDRIA BY ENTERING INTO ALL CONTRACTS AND SERVICES WITH VENDORS RELATING TO WINTERFÊTE 2022 AND ITS PRODUCTION AND OTHER MATTERS WITH RESPECT THERETO.
The President called for any discussion, a vote was called for and resulted as follows:
YEAS: Fowler, Villard, Rubin.
NAYS: Washington, Porter, Perry.
ABSENT: Davidson.
This item did not pass. On a motion of Mr. Rubin and seconded by Mr. Villard the item will remain on the agenda for next Council Meeting.
On a motion of Mr. Rubin and seconded by Mr. Fowler a request was made to add to the agenda a report by Ms. Holly on the 4th of July festivities.
The President called for any discussion, a vote was called for and resulted as follows:
YEAS: Rubin, Fowler, Washington, Villard, Perry.
NAYS: Porter.
ABSENT: Davidson.
The motion failed.
On a motion of Mr. Fowler and seconded by Mr. Villard, a request was made to discuss Utility Billing Questions.
The President called for any discussion, a vote was called for and resulted as follows:
YEAS: Fowler, Washington, Porter, Villard, Perry, Rubin.
NAYS: None.
ABSENT: Davidson.
The utility billing discussion was added to the agenda.
