Council Meeting Minutes (Special Session) - 2009-09-15
PROCEEDINGS OF THE COUNCIL OF THE CITY OF ALEXANDRIA, LOUISIANA, STATE OF LOUISIANA, TAKEN AT A SPECIAL MEETING HELD SEPTEMBER 15, 2009.
The Council of the City of Alexandria, Louisiana, met in special meeting session at its regular meeting place, on Tuesday, September 15, 2009 at 5:30 P.M. There were present the Honorable Ed Larvadain, Everett C. Hobbs, Roosevelt L. Johnson, Harry B. Silver, Myron K. Lawson and Jonathan D. Goins. Absent was Chuck Fowler. Also present was City Clerk Nancy L. Thiels.
The Council of the City of Alexandria, State of Louisiana, was duly convened as the governing authority of said City by the Honorable Myron K. Lawson, who stated that the Council was ready for the transaction of business. The Invocation was pronounced by Reverend Franklin with the Pledge of Allegiance led by former councilman Marion J. Chaney.
Mr. President stated that Councilman Fowler was out sick and wished him a speedy recovery.
PUBLIC HEARING – COMMUNITY SERVICES DIVISION
The first item on the agenda was to hear a presentation from Lose & Associates on the Comprehensive Parks and Recreation Plan. Mrs. Lisa Harris, Director of Community Services was present to introduce Mr. Chris Camp of Lose & Associates. Mr. Camp gave a thorough presentation of the parks and recreation plan for the City of Alexandria. After his presentation, the audience was given an opportunity to speak and ask questions. The following people were recognized: Ms. Susan Patton, Dr. Emile Hertz, Mr. Keith Lafeels, Coach Jimmy Washington, Mr. Derrick Kirk, Reverend Frank Freel. Each person was given three minutes to speak.
Councilmen were next given an opportunity to speak on this item and ask questions.
Mr. President recognized former state representative Israel “Bo†Curtis and Joe Fuller, former member of the Rapides Parish Police Jury.
Mr. Lawson commended Alfred Rachal for his job as Superintendent of the Parks department.
Ms. Harris announced that this plan would be made available on the city’s website tomorrow. It was also suggested that a copy be placed at the libraries and the community centers for people that do not have access to a computer. It was also stated that the taping of this meeting would be played back on channel 4.
The next item on the agenda was to consider advices and hear recommendations concerning public health and safety related to this flu season from Dr. David Holcombe. He handed out packets to each councilman and gave suggestions on how to avoid getting sick. Mr. Lawson thanked him for coming and sharing his information.
There being no further business to come before the Council, on motion properly seconded, the meeting was adjourned.
