PROCEEDINGS OF THE COUNCIL OF THE CITY OF ALEXANDRIA, LOUISIANA, STATE OF LOUISIANA, TAKEN AT A REGULAR MEETING HELD ON MAY 13, 2014.
The Council of the City of Alexandria, Louisiana, met in a regular meeting session at its regular meeting place, on Tuesday, May 13, 2014 at 5:00 P.M. There were present the Honorable Charles “Chuck” Fowler, Mitzi LaSalle, Jim Villard, Jules Green, Ed Larvadain, Lee Rubin and Harry Silver. Also present were Mayor Jacques Roy, Chief of Staff Joe Page, Council staff and Attorney Trey Gist.
The Council of the City of Alexandria, State of Louisiana, was duly convened as the governing authority of said City by the Honorable Charles “Chuck” Fowler, who stated that the Council was ready for the transaction of business. The Invocation was pronounced by Councilman Harry Silver and the Pledge of Allegiance was led by Mayor Jacques Roy.
Approval of Minutes
On motion of Mr. Rubin and seconded by Mr. Villard the minutes taken from a regular council meeting held on April 29, 2014, was unanimously approved by the Council.
CONSENT CALENDAR
The Council next read all items found under the heading Consent Calendar and assigned them to committees.
Mr. Silver moved for the adoption or introduction of all items appearing under the heading of Consent Calendar.
Mr. Villard seconded the motion. It was unanimously carried by the Council.
Bids were received for Bringhurst Par 3 Clubhouse Vinyl Siding.

Mr. Silver moved for the adoption or introduction of all items appearing under the heading for Consent Calendar.
AN ORDINANCE AUTHORIZING THE MAYOR TO SURPLUS A 1986 PIERCE ARROW FIRE ENGINE AND ENTER INTO A COOPERATIVE ENDEAVOR AGREEMENT WITH THE CITY OF PINEVILLE FOR THE DISPOSITION OF THE 1986 PIERCE ARROW FIRE ENGINE PURSUANT TO INTERGOVERNMENTAL SERVICES LAWS AND OTHER MATTERS WITH RESEPCT THERETO.
On motion of Mr. Silver and seconded by Mr. Villard the following ordinance was introduced, to wit:
AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOWEST QUOTE SUBMITTED BY BEAUFORD ENTERPRISES DBA YANKEE CLIPPER FOR LANDSCAPE MAINTENANCE SERVICES FOR BOLTON AVENUE RAINGARDENS AND OTHER MATTERS WITH RESPECT THERETO.
Mr. Silver moved for the adoption of the following resolution and seconded by Mr. Villard, to wit:

RESOLUTION AUTHORIZING ADVERTISEMENT FOR BIDS FOR ANNUAL CONTRACT FOR CURRENT MODEL YEAR OR NEWER VEHICLES FOR VARIOUS DEPARTMENTS AND OTHER MATTER WITH RESPECT THERETO.
The President called for any discussion. There being no further discussion, a vote was called for and resulted as follows:

The President asked if there were anyone in the audience that had any comments or like to be heard in reference to the following resolution. There were no comments from the audience. Donna Jones, Deputy City Clerk presented all information pertaining to the passage of this resolution to the President and the President requested that Ms. Jones enter this information into the minutes.

RESOLUTION NO. 9299-2014
A RESOLUTION PROVIDING FOR CANVASSING THE RETURNS AND DECLARING THE RESULT OF THE SPECIAL ELECTION HELD IN THE CITY OF ALEXANDRIA, STATE OF LOUISIANA, ON SATURDAY, MAY 3, 2014, TO AUTHORIZE THE LEVY OF A SPECIAL TAX THEREIN.
The President called for any discussion. There being no further discussion, a vote was called for and resulted as follows:

The following resolution was offered by Harry Silver and seconded by Jim Villard:
RESOLUTION
A resolution providing for canvassing the returns and declaring the result of the special election held in the City of Alexandria, State of Louisiana, on Saturday, May 3, 2014, to authorize the levy of a special tax therein.
BE IT RESOLVED by the City Council of the City of Alexandria, State of Louisiana (the "Governing Authority"), acting as the governing authority of the City of Alexandria, State of Louisiana, that:
SECTION 1. Canvass. This Governing Authority does now proceed in open and public session to examine the official tabulations of votes cast at the special election held in the City of Alexandria, State of Louisiana, on SATURDAY, MAY 3, 2014, to authorize the levy of a special tax therein, and said Governing Authority does further proceed to examine and canvass the returns and declare the result of the special election.
SECTION 2. Procès Verbal. A Procès Verbal of the canvass of the returns of said election shall be made and a certified copy thereof shall be forwarded to the Secretary of State, Baton Rouge, Louisiana, who shall record the same in his office; another certified copy thereof shall be forwarded to the Clerk of Court and Ex-Officio Recorder of Mortgages in and for the Parish of Rapides, who shall record the same in the Mortgage Records of said Parish; and another copy thereof shall be retained in the archives of this Governing Authority.
SECTION 3. Promulgation of Election Result. The result of said election shall be promulgated by publication in the manner provided by law.

PROCÈS VERBAL AND PROCLAMATION OF THE CANVASS OF THE VOTES CAST AT THE SPECIAL ELECTION HELD IN THE CITY OF ALEXANDRIA, STATE OF LOUISIANA, ON SATURDAY, MAY 3, 2014.
BE IT KNOWN AND REMEMBERED that on Tuesday, May 13, 2014, at five o'clock (5:00) p.m., at its regular meeting place, the City Council Chambers, 1st Floor of City Hall, 915 Third Street, Alexandria, Louisiana, the City Council of the City of Alexandria, State of Louisiana (the "Governing Authority"), acting as the governing authority of the City of Alexandria, State of Louisiana (the "City"), and being the authority ordering the special election held therein on Saturday, May 3, 2014, with the following members present:

(RECREATION MILLAGE)
Shall the City of Alexandria, State of Louisiana (the "City"), levy a special tax not exceeding six (6) mills on all property subject to taxation in the City (an estimated $2,234,000 reasonably expected at this time to be collected from the levy of the tax for an entire year), for a period of twenty (20) years, beginning with the year 2014 and ending with the year 2033, for the purpose of acquiring, constructing, improving, maintaining or operating parks, playgrounds, recreation centers and other recreational facilities and programs, including cultural, educational and leisure activities, together with the necessary furnishings and equipment therefor; provided that the first 3 mills levied each year shall be applied as follows: (i) 35 % for capital purposes and (ii) 65% for operations, maintenance and staffing, with all revenues in excess of 3 mills in any year to be used solely for operations, maintenance, staffing, facilities and programs at the Alexandria Zoological Park?

The polling places above specified being the only polling places designated at which to hold the said election, it was therefore shown that there was a total of 1,880 votes cast IN FAVOR OF the Proposition and a total of 1,323 votes cast AGAINST the Proposition, as hereinabove set forth, and that there was a majority of 557 votes cast IN FAVOR OF the Proposition as hereinabove set forth.
Therefore, the Governing Authority did declare and proclaim and does hereby declare and proclaim in open and public session that the Proposition as hereinabove set forth was duly CARRIED by a majority of the votes cast by the qualified electors voting at the said special election held in the City on Saturday, May 3, 2014.
Exhibit “A” attached hereto and made a part of this Procès Verbal is a copy of the Notice of Special Election and proof of publication thereof.

Pursuant to the provisions of a resolution adopted by the City Council of the City of Alexandria, State of Louisiana (the "Governing Authority"), acting as the governing authority of the City of Alexandria, State of Louisiana (the "City"), on February 18, 2014, NOTICE IS HEREBY GIVEN that a special election will be held within the City on SATURDAY, MAY 3, 2014, and that at the said election there will be submitted to all registered voters in the City qualified and entitled to vote at the said election under the Constitution and Laws of the State of Louisiana and the Constitution of the United States, the following proposition, to-wit:

The polling places set forth above are hereby designated as the polling places at which to hold the said election, and the Commissioners-in-Charge and Commissioners, respectively, shall be those persons designated according to law.
Notice is further given that a portion of the monies collected from the tax described in the Proposition shall be remitted to certain state and statewide retirement systems in the manner required by law.
Notice is further given that approval of the proposed Tax would result in a new ad valorem millage which would increase the millage rate by six (6) mills.
The said special election will be held in accordance with the applicable provisions of Chapter 5 and Chapter 6-A of Title 18 of the Louisiana Revised Statutes of 1950, as amended, and other constitutional and statutory authority, and the officers appointed to hold the said election, as provided in this Notice of Special Election, or such substitutes therefor as may be selected and designated in accordance with La. R.S. 18:1287, will make due returns thereof to said Governing Authority, and NOTICE IS HEREBY FURTHER GIVEN that the Governing Authority will meet at its regular meeting place, the City Council Chambers, 1st Floor of City Hall, 915 Third Street, Alexandria, Louisiana, on TUESDAY, MAY 13, 2014, at FIVE O'CLOCK (5:00) P.M., and shall then and there in open and public session proceed to examine and canvass the returns and declare the result of the said special election. All registered voters of the City are entitled to vote at said special election and voting machines will be used.

I, the undersigned President of the City Council of the City of Alexandria, State of Louisiana, the governing authority of the City of Alexandria, State of Louisiana (the "City"), do hereby declare, proclaim and announce that the proposition submitted at the special election held in the City on Saturday, May 3, 2014, was CARRIED by a majority of the votes cast at the said special election, all as described and set out in the above Procès Verbal.

The President asked if there were anyone in the audience that had any comments or like to be heard in reference to the following ordinance. There were no comments from anyone in the audience. Donna Jones, Deputy City Clerk presented all information pertaining to the passage of this ordinance to the President and the President requested that Ms. Jones enter this information into the minutes.
The following ordinance which was previously introduced and laid over for publication of notice and no objection having been filed thereto was brought up for final adoption on motion of Mr. Silver, and seconded by Mr. Villard.
ORDINANCE NO. 89-2014
ADOPT THE 2014 ADJUSTED MILLAGE RATE LEVIED UPON THE DOLLAR OF THE ASSESSED VALUE OF ALL PROPERTY SUBJECT TO AD VALOREM TAXATION IN THE CITY OF ALEXANDRIA AND OTHER MATTERS WITH RESPECT THERETO.

There were no reports from the Finance and Legal Affairs, Utility, Personnel/Insurance, Economic Workforce and Planning Development, Property and Zoning, A & E Selection Committee.
Public Safety, Works and Transportation- Mr. Larvadain stated that the residents in District 1 are requesting an upgrade at the Helen Black Park and would like to have a report from the Administration in two weeks.
Community Affairs, Services and Events – Ms. LaSalle stated that there will be a neighborhood Cleanup this weekend in the Martin Park and Airview Terrace Subdivision at the Newman Resource Center.
Mr. Fowler and Mr. Villard thank everyone that participated in making the Riverfete a success for the weekend.
