The Board of Adjustments and Appeals (BAA) met in the Council Chambers on July 13, 2015 at 4:00 P. M. Pursuant to requests for a “SPECIAL EXCEPTION.”

Mr. Bordelon opened the meeting at 4:00 P.M. Roll call was taken by Freddie Matthews and announced a quorum. Mr. Bordelon proceeded with explaining the procedures and the Commissions responsibility as well as the expectations of the applicant and participants. Mr. Bordelon read item #1 and asked the applicant to come forward and state their name and address.
ITEM #1 An application on behalf of Standard Enterprise L.L.C., represented by Latonya Brown, requesting a “SPECIAL EXCEPTION” in accordance with the City Code Section 28-6.3 for the property at 2403 Jameson Court, 4.7 acres located in Section 19, T4N,R1W, being a Part of Lots 46 and 47 of Experiment Plantation, Alexandria, Rapides, Louisiana. Proposed action is to grant a “Special Exception” that would allow for a “Day Care Facility” in the zoning district zoned as “SF-2”, Single Family (Moderate Density) District. (Section 38-3.7.B)
Ms. Latonya Brown 6636 4th Street is requesting to open a Child Care Development Center. My first location is 1305 Autumn Blue and there is a big need for a Child Care Center at the requested location. I will be servicing children ages six weeks to twelve years of age before and after school care. Mr. Bordelon asked if it is Standard Enterprise, L.L.C. Ms. Brown stated that is correct. Mr. Bordelon stated he did not view the area and asked if the building is currently at this location. Mr. Bordelon asked if there was a day care there in the past. Ms. Brown stated no, it was built originally as a Day Care Facility but never opened. Mr. Bordelon asked if you would be leasing the building under Standard Enterprise.
Mr. Hodges asked if the building was ever used for anything else. Ms. Brown stated no, it was never used for anything else.
Mr. Bordelon asked if anyone present is in opposition. Let the record reflect there was no one in opposition.
Ms. Debra McKinney, 1331 Main Street, Colfax, Louisiana and I am sister to Ms. Brown, of Heavenly Care Child Development Center. Ms. Brown currently has present day care where she is leasing a current building from Standard Mortgage, which is located at 1305 Autumn Orchard Loop. It is a “Class A Facility” and a “Two Star Day Care Facility” that is well managed and very successful.
Mr. Bordelon asked if the children that are going to attend this day care, are they primarily from this neighborhood. Ms. Brown stated yes sir.
Mr. Salazar asked if it has adequate parking. Ms. Brown stated yes sir that is correct.
Mr. Bordelon asked for comments from the Committee.
Mr. Hodges made a motion to approve the special exception, and was seconded by Mr. Salazar. Ms. Matthews took roll call, all in favor to accept the Special Exception. Motion carried.
Mr. Salazar made a motion to accept the Minutes from June 8th, 2015 meeting and was seconded by Mr. Hodges. All in favor, motion carried.
Mr. Bordelon adjourned the meeting and was seconded by Mr. Hodges.
